Balfour Beatty opens 2 North Carolina road projects valued at $1.3 million

After years of work, Balfour Beatty has done it completed two North Carolina infrastructure projectsaccording to a company statement.

Balfour Beatty announced that the Fayetteville Outer Loop project on Interstate 295 in southeastern North Carolina is now open to traffic. The project, which NCDOT estimated cost $1 billion, acts as a ring road around the western part of Fayettevilleconnecting US 401 in the north with I-95 in the south of the metropolitan area.

NDOT said the 39-mile outer loop also serves as a crucial direct connection to Fort Bragg, the nation’s largest military base, reducing travel times throughout the region. The project began in 2003, according to NCDOT.

Balfour Beatty’s portion of the work, according to the Feb. 16 release, focused on several segments of the highway, including interchanges, flyovers and roadway improvements. The connection will also help improve the movement and mobility of goods in the area, according to the statement.

In the eastern coastal region of the state, Balfour Beatty also completed work on another transit circuit. The Havelock Bypass project on US 70, which is about two hours north of the city of Wilmington, officially opened to vehicular traffic in December, according to the release. Work began in 2019, according to NCDOT.

The project reduces congestion and improves hurricane evacuation routes away from the coast, according to the press release. NCDOT construction cost set at $268 millionwith the total price of the project reaching 323 million dollars.

The scope of work for the US arm of London-based Balfour Beatty included the construction of approximately 9.2 miles of four-lane divided motorway. The highway features interchanges, bridges and environmental features designed to protect the 160,000 acres. Croatian National Forest.

Planning for the Havelock Bypass project began in 2011 with a draft environmental impact statement and public hearing, according to NCDOT. Construction will be completed this coming winter.

The contractor has other jobs in North Carolina in 2023 as well awarded a $242 million design-build contract to improve the US Highway 70 corridor that will become I-42. This project is expected to be completed in 2028.

Balfour Beatty’s US Civils business, where the contractor houses its infrastructure projects, has encountered challenges recently. During its 2025 half-year earnings in August, former CEO Leo Quinn revealed that the segment has suffered cost overruns in a highway project in Texas, which dragged down the profitability of the business.

Additionally, in Balfour Beatty’s 2024 earnings call, the company revealed that a drop in segment profits was the result of a small number of civil jobs in the United States delayed.
