Douglaston Development, the 2026 New York ENR Landlord of the Year, recently broke ground at 2868 Webster Ave. in the Bronx, a 12-story, 277-unit affordable housing development that represents the second phase of a two-phase project next to the New York Botanical Garden.
ENR editors selected Douglaston Development as the 2026 ENR New York Landlord of the Year for its execution of some of the most complex public, affordable and mixed-income housing initiatives in New York City.

With more than 40 years in New York City real estate, Douglaston has financed more than $3 billion in development over the past seven years and maintains an additional active predevelopment pipeline of $2.2 billion in the metro region and beyond.
Founded in 1979 by Jeffrey Levine, the company has evolved from a local construction company to a vertically integrated platform that includes development (Douglaston Development), general contracting (Levine Builders) and property management (Clinton Management). This structure allows the company to control costs, scheduling and long-term asset performance while offering and managing thousands of residential units in affordable, market-rate, senior housing and hospitality sectors, along with millions of square feet of commercial space throughout the city.
Douglaston’s work is distinguished by its depth of public and community engagement. The company is a long-time partner of agencies and organizations including the Housing Authority of the City of New York, the Housing Development Corporation of the City of New York, the Department of Housing Preservation and Development of the City of New York and numerous community and non-profit groups.
The company recently started at 2868 Webster Ave. in the Bronx, a 12-story, 277-unit affordable housing development that represents the second phase of a two-phase project next to the New York Botanical Garden. The development includes ground-floor retail that will expand a long-standing neighborhood grocery store, with completion expected in 2027.
Douglaston is also a key partner in the city’s housing agency’s largest capital project to date: the $477 million comprehensive modernization of Saint Nicholas Houses in Harlem. Executed through a design-build contract, the project will renovate 1,526 apartments spread over 13 buildings, benefiting more than 3,300 residents. Additional agency work includes a $275 million rehabilitation of Sack Wern Houses in the Bronx and nearing completion of extensive upgrades at Linden and Penn-Wortman Houses, where more than 1,900 units have been substantially rehabilitated.
In the private and mixed-use sector, Douglaston recently secured $270.5 million in financing for 175 East 82nd St., a luxury condominium project on Manhattan’s Upper East Side that required cutting an existing structure to preserve affordable housing on the site. Construction is underway and scheduled for completion in 2027. The company also celebrated the opening of Atlantic BK, a $320 million mixed-use development in Bedford-Stuyvesant offering more than 450 residential units.
