Demand DBE Fraud is alleged to the Brent Spence Bridge project of $ 3.6 million

A civil rights lawyer in Kentucky has filed a false demand for claims against Walsh-Kokosing JV, the Ohio Transportation Department and others involved in the Brent Spence Bridge Corridor $ 3.6 million between Ohio and Kentucky. He claims that he was closed from a disadvantaged business business position, which states that it is an effort to overcome the project’s DBE requirements.

The lawsuit was filed in June in the southern district of Ohio, the Cincinnati Division, by Jamir Davis, who previously served as executive director of the Civil Rights Office at the Kentucky Transport Cabinet.

He claims that Walh-Kokosing hired Cincinnati-based web companies and an individual, Icy Williams, who was responsible for the job project, although he did not have ten years of DBE experience in federally funded projects that were required for a successful offer.

The GAP experience brought the Davis recruiting firm J. Davis Law Firm of Covington, Ky.

Davis’s law firm signed an agreement with Ventures that, together with Icy Williams, is appointed accused in demand, to pursue the position of the Diversity and Inclusion Manager in February 2023. Web Ventures signed a contract with Walsh-Kokosing in October 2023. Davis claims that the web later represented his quantity company. Davis tried and could not successfully negotiate with Walsh-Kokosing directly. He then filed a complaint to Odot, who said he investigated and found in his favor.

He claims that he was never paid for a job he did to prepare the web to win the contract.

Davis claims that he was caused “important financial and professional damage” and that Odot, although “found a DBE fraud, did not take any action.”

“The scheme was designed to exclude black -owned companies, especially Jamir, while enriching the contractor and avoids significant supervision,” says the lawsuit.

The DBE goal for the project in pre -construction and the initial phases is 9% of the price of the contract; The target target of phase 2 is at least 7%.

Demand claims that Walsh later ended with Web and Williams of the project and allowed Walsh to make an autonomous approach when a general contractor does a significant part of the work on a project with his own internal workforce instead of outsourcing all tasks to specialized contractors.

Later, a DBE/EEO project was published with a contributed payment range of 100,000 to $ 500,000. Davis claims that he was closed by Walsh to get this position and that Walh selected the Cincinnati base, which made a simple consultation, which, as web ventures, “had never done a federal project of this nature before,” according to demand.

Davis is looking for compensatory and punitive damage.

Walsh-Kokosing and Odot refused to comment on the demand. Web Ventures i Fes –Le Plain did not respond to comments applications. The Brent Spence Bridge project is moving forward and has recently announced the selection of a cable stay design.
