ANNOUNCEMENT OF OFFERS TO PURCHASE EQUIPMENT
Offers sealed by BACKHOE LOADER will be received, by City of Elbain the meeting room of City Council of Elba; 200 Buford Street; Elba, Alabama 36323until 11:00 a.m local time on Friday, February 2, 2024, at which time the Bids received will be opened and publicly read. Bids must be made for a lump sum.
The Owner reserves the right to reject any or all bids and to waive any informality.
No tenderer may withdraw his offer within 60 days of the effective date of its opening.
EQUIPMENT REQUIREMENTS: Minimum specifications current model year or new year-end production model 4-wheel drive backhoe with multi-purpose loader bucket; meeting the following specifications, in accordance with the standard specifications published by the manufacturer. The tractor loader must have a unitary integral frame design, only the latest design model currently produced by the manufacturer. The unit must have a diesel engine producing not less than 108 net SAE horsepower at the flywheel. Hydraulic system: 41 gallons per minute. Variable flow axial piston pump. The transmission must be a full power shift with torque converter, for a minimum of 4 forward and 3 reverse speeds. A disengaged transmission or a neutralizing pedal must be supplied. The front end loader must have a full height lift capacity of no less than 6,087 pounds. and a minimum breaking strength of 9,813 lbs. The backhoe must be equipped with a hydraulic quick coupler (tool holder). The bucket must be a multipurpose type with at least 1.20 CU. yards The loader must incorporate self-leveling, float and return to dig, a screw-extended cutting edge and a set of 48-inch pallet forks to fit the coupler. The backhoe must have an extendable stick with a load height of at least 12′ 10″ retracted and 14′ 10″ extended. An excavation depth of at least 15′ 6″ retracted and 19′ 6″ extended. Boom digging force will be 9,850 lbs. or more with the arm retracted. The backhoe must be equipped with reversible stabilizer pads, rubber on one side and dirt type on the other side. Buckets shall consist of one (1) 24″ digging bucket with tines and one 48″ tilting digging bucket with hydraulic quick coupler with hydraulic thumb. The backhoe must have an auxiliary hydraulic circuit to operate the hydraulic tilt bucket, with a 3-way manual shut-off valve to switch between the tilt bucket and hydraulic thumb. The unit must have a pilot-operated backhoe control lever control system that will allow the operator to choose between the SAE and ISO control pattern. The unit must include the following miscellaneous equipment: ROPS cabin with two doors, heating and air conditioning; front and rear work lights; LED hazard lights; LED indicators; SMV emblem; LED Rotating Beacon Light; tool box; engine/transmission oil control; engine temperature; hydraulic oil temperature; tachometer; hour meter; fuel gauge; security alarm; rear fenders; vandalism protection with hydraulic tank locks, engine and fuel tank access doors, skid plates, front bumper with grill (cooler protection). All service compartments must be lockable. 19.5 L x 24 or 21 L x 24 traction tires – 10 ply; Traction type front tires 12.5/80 18, or 14 x 17.5 10 layers. Factory warranty: 5 years / 3,000 hours full machine warranty; the warranty must accompany the units when delivered. Seller shall provide two (2) sets of parts books, service manuals, technical manuals and operator’s manuals with each unit. Must have parts and service within 100 miles of delivery point. Must have three (3) sets of keys. Delivery date may be a factor in awarding the prize.
