The 20 projects recognized here are the result of a nearly year-long effort by ENR editors and more than 100 judges from the construction industry to determine category winners at various stages of the annual Best Projects competition.
Representing the pinnacle of U.S. design and construction for projects completed between May 2024 and May 2025, the teams show how they overcame a range of challenges to deliver impactful community assets.
In response to the ENR call, more than 800 entries were submitted. In each ENR region, editors assembled judging teams to choose the winning projects in 20 categories. Of these regional winners, more than 200 advanced to the national competition.
A new panel of judges (see next page) then reviewed each regional winner to determine the best of the best based on teamwork, safety, overcoming challenges, innovation and quality. Importantly, no judges reviewed any categories in which they had a conflict of interest.
Three projects were then shortlisted as Project of the Year, and Intel’s Fab 52 (Project Eagle) won the title of Project of the Year 2025.
