
Texas-based Fluor Corp. has opened an office in Bucharest, Romania, which the company says will serve as a regional hub as it delivers next-generation nuclear power projects across Europe.
The March 12 announcement follows the company’s increased role in Romania’s nuclear power development through a advanced small modular reactor (SMR) project in Doicești and the expansion of the existing Cernavodă nuclear power plant in the country.
The opening of the office, located in the Avantgarde office building, attracted US Ambassador to Romania Darryl Nirenberg, Romanian Energy Minister Bogdan Ivan and several Fluor energy executives to mark the occasion. “Proud to see [Fluor] bringing US knowledge and experience to Romania… the [U.S.] is committed to support [Romania] to develop safe, secure and sustainable nuclear power,” Nirenberg posted on social media on March 13.

Pierre Bechelany, president of the Fluor Energy Solutions business group, stated that the establishment of an office in Bucharest reinforces Fluor’s ongoing commitment to helping Romania increase access to clean and reliable nuclear energy.
“Romania has operated nuclear power plants for four decades,” Bechelany said in a statement.[O]Our work to support the expansion of nuclear-based energy will help Romania achieve its future economic and clean energy manufacturing goals.”
Fluor adds that the new office will serve as a hub for its expansion into nuclear power projects across Europe, as regional leaders gathered last week at the 2026 Paris Nuclear Power Summit to reaffirm their commitment to nuclear power as a “clean, reliable, affordable and secure” source of power in the wake of rising electricity demand and geopolitical conflicts.

“Bucharest offers strategic advantages for Fluor’s continued growth in the region,” said Bechelany. “Its proximity to two major nuclear projects, an experienced nuclear regulator, combined with access to a highly skilled workforce and strong academic institutions, positions us to expand our project execution capabilities and support Romania’s long-term energy goals.”
Fluor ranked fifth on ENR’s 2025 Top 500 Design Companies list, with $4.5 billion in reported revenue.
