Gilbane Building Co. has hired Anthony Armento as a senior preconstruction executive in the firm’s Philadelphia office. Armento oversees the day-to-day operations of Gilbane’s preconstruction department. He most recently served as Senior Director of Preconstruction for the Philadelphia operations at Torcon, a construction management company based in Red Bank, NJ.
STV has hired Dewey Jones as senior vice president and national director of federal programs within the company’s national buildings group. Jones oversees STV’s federal civilian and military client portfolio, working on business development, managing client relationships and providing executive-level project management for key projects within the federal market. Prior to joining STV, he served as Federal Market Leader at Michael Baker International. He serves on the advisory board of the Strome College of Business EV Williams Center for Real Estate at Old Dominion University.
Tara Soesbee has joined STV as Vice President of Rolling Stock Customer Engagement. The Columbia, Maryland-based passenger rail industry veteran works with agencies across North America to support vehicle acquisition programs while supporting STV’s national vehicle practice with strategic goals . Prior to joining STV, Soesbee was the senior director of Amtrak’s long-distance fleet replacement program, a multibillion-dollar capital program to replace the national railroad’s long-distance fleet, including all aspects of the commissioning of the new fleet.

HNTB Corp. has appointed David learned Group Director of Program Management/Construction and Director of Programs in the Capital Region. Based in Washington, DC, Leard supports clients in advancing and delivering major projects and programs that improve rail and transit infrastructure and the passenger experience. Previously, Leard was a project manager and associate vice president in Houston.
HNTB has also hired Denis Stefanski as director of the traffic and railroad engineering department, based in Philadelphia. Prior to joining HNTB, Stefanski spent more than a decade at the Southeastern Pennsylvania Transportation Authority, where he played a key role in the interlocking and resiliency programs. He assisted with the site of SEPTA’s new heavy maintenance facility as part of the trolley modernization program. In addition, Stefanski led the civil engineering department, managing civil design, track interruptions, right-of-way and coordination with the Pennsylvania Department of Transportation.
American Contracting & Environmental Services (ACE), a water and wastewater facility builder based in Marriottsville, Maryland, has promoted Reg Godin i Joe Chaklos. Godin, who previously served as chief talent officer, is now vice president, people and strategy. In this newly established role, Godin will oversee recruiting, human resources, and learning and development. Chaklos was promoted to vice president of construction. He will manage ACE’s construction operations in Northern Virginia, a role he has been serving as project executive for the past five years.


East Petersburg, Pa.-based Warfel Construction Co. has hired Matt Caplinger as director of construction services and Kristin Hambleton as marketing director. Caplinger most recently worked as director of commercial business at MEP contractor Haller Enterprises. Hambleton was most recently vice president of sales and marketing for Presbyterian Senior Living.
