Gilbane Inc., Providence, RI, parent of Gilbane Building Co. and Gilbane Development Co., raised Edward T. Broderick to CEO, from October 1. Currently, he is president and CEO of the latter unit. Broderick succeeds Thomas F. Gilbane Jr. as CEO and is a member of the fifth generation of the family business in this role. Ready to succeed Thomas Gilbane Jr. as non-executive chairman on January 1 is Steven T. Halverson, retired CEO of design-build firm The Haskell Co. Gilbane has not yet announced a successor to Broderick, a spokesman says. The Gilbane Building was also promoted Kate Casey to the operations manager of its Albany, New York-based unit. She was its director of operational excellence.
PML LLC, a New York City homeowner advisory firm, appointed Scott Weisberg as Executive Vice President and COO. He was senior vice president and chief operating officer of Lendlease, the Australian developer-contractor. It is now refocusing operations and real estate investment in this country, divesting from UK and US projects. Consigli Building Group, Milford, Mass., will buy Lendlease’s units in New York and New Jersey. PML was launched by Professor Peterwho co-founded Lehrer McGovern Inc., which Lendlease later acquired.
Clune Construction, Chicago, has promoted five managers from New York City. Patrick Dwyer i Eric Sugarman are senior vice presidents, and Teddy Kalaboukas, Danny Mastropierro i Michael Camier they are vice presidents.

WSP USA, New York, has appointed Sofia Berger to lead its U.S. land and environment business unit, overseeing about 4,000 employees, the company says. Formerly head of its US transport and infrastructure business, she gets it Joe Sczurko, who is now president of US commercial operations. Succeeding Berger is Jerry Jannettpreviously president of the WSP East region.
Global cost and project management company Cumming Group elevated Gavin Middleton to COO for North America, based in New York City. He was executive vice president of its project management division in the United States. Christine Mosholder is appointed to a newly created position as director of development for North America, based in Boston. She was senior vice president.

Promotion of New York City-based professional services firm STV Marilisa Stigliano to the senior vice president. She joined the company in 2021 and is also an associate professor of construction engineering at Columbia University.
Design firm Ware Malcomb has appointed David Jaffe architectural director in New York City. He was a director of The Switzer Group, a design firm based in New York City.

Irvin E. Judge, 79, an innovator and leader in global construction claims resolution and project management as founder in the mid-1970s of New Jersey-based consulting firm Hill International and later as CEO and chairman, died on 22 in June in Voorhees, NJ, after a stroke, said his son David, also his successor as CEO. Hill “worked on some of the largest and most complex construction projects in the world,” the company said, citing Richter for pioneering approaches to claims management, litigation alternatives and project monitoring. David Richter noted his father’s personal involvement in the company’s work to resolve disputes on projects such as the Channel Tunnel and the Petronas Twin Towers in Malaysia and to manage megaprojects such as the creation of the Palm Jumeirah complex in the Persian Gulf. Richter oversaw Hill’s growth into a publicly traded giant, telling ENR in 2007 that “the market is looking for size.” But he also witnessed the splitting of his two core specialties into separate companies before stepping down in 2016. Active in industry groups, Richter was a board member of the ACE Mentor program and past national president and member of the Construction Management Association of America.
