With a vote helpless by the Vice President JD Vance, on July 1, the United States Senate approved its version of the tax and expenses package, which includes the provisions that are expected to make it difficult to develop the energy project at the end of several net energy credits and terminate the financing of the programs to promote the energy infrastructure and reduce the greenhouse gas emissions.

The legislation would increase the federal deficit by $ 3.3 trillion to 2034.

The long bill of budget reconciliation, called “One Big Beautiful Bill Act”, also expands the tax cuts sought by contractors, approaches funding for some types of construction and creates an option for developers to quickly monitor environmental reviews of the proposed projects.

“With this legislation, we are fulfilling the mandate we were entrusted with last November,” said Senator John Thune (Rs.d.), leader of most Senate.

But “this bill has additional problems,” Collins wrote on social media. “The tax credits in which energy entrepreneurs have entrusted should have been gradually eliminated so as not to waste the work that has already been done in these new innovative projects and prevent them from being completed.”

In general, the estimation of the non -partisan congressional office office of the increase in the deficit of the package has attracted the criticism of the Democrats, which Republicans have been able to exclude from the process with a majority in the House and the Senate, and some tax conservative Republicans who requested more expense cuts, as well as some Republicans concerned about medicaid cuts. Ultimately, Republican sensitivity Susan Collins (Maine), Rand Paul (Ky.) And Thom Tillis (NC) joined the Democrats to vote against the bill, demanding the vote of Vantic.

Cleaning energy

The Senate Republicans maintained the provisions that have completed various network tax on net energy similar to the Bill’s version of the Chamber. The clean credits of commercial vehicles were released at the end of September, followed by the deduction of energy efficient commercial buildings after the end of June 2026, and the credit of the net hydrogen production tax in the beginning of 2028.The legislators also expanded in the Casa Plan to eliminate clean electricity production credits for eemical and solar facilities after 2027.

But all other non -carbon technologies, including energy storage, are still eligible for 100% of the credits until 2033, said S&P Global.

The groups and unions in the energy sector criticized the movement. Ray Long, President and CEO of the American Council on Renewable Energy, said in a statement that the version of the Senate Bill will increase electricity costs, give rise to hundreds of thousands of lost jobs and factories closures and decrease the capacity of the United States to compete worldwide.

“To be clear, the Senate language effectively takes electricity and solar electricity, at a time when there are $ 300 million in running investments, and this generation is among the only sources of electricity that will help reduce costs and keep lights until the early 2030’s,” said Long.

The Senate bill also repeals the programs established by the Inflation Reduction of 2022 and terminates funds not obliged to effort, including the financing of electric transmission facilities, grants to promote the location of interstate electric electrical transmission lines and funding for the United States Energy Loan Program Office. It would improve an advanced manufacturing investment tax credit increasing from 25% to 35%, but also ended with this credit by 2033, and by 2028 for plants that make wind energy components.

Funding for various programs for addressing air pollution, increasing low emissions electricity and multi -family resistant multi -family housing structures to be more energy efficient, and would also rescind resistant.

Sean McGARVEY, President of the North America’s unions, called the package of the package of the “Massive Insult for … all construction workers” and compared its impact with the equivalent of “ending with more than 1,000 Keystone XL [oil] Pipe projects. “It estimates that the bill threatens 1.75 million construction jobs.

“Reducing energy tax credits and the capture of harmful restrictions is no way to feed the future of the United States, economically or in terms of national energy safety,” said McGarvey. “Critical infrastructure projects essential for this future are sacrificing the altar of ideology.”

Energy tax credit changes could “ have enormous effects through the economy, ” said Amish Shah, Holland & Knight’s tax lawyer, in a webinar informed by S & P Global, highlighting the credit sales permitted in the 2022 climate law that have generated a strong fiscal credit market.

Funded work

While the package goes through funding for green energy construction initiatives to the Trump administration, it approaches money for favored programs. The legislators continued to approve $ 46.6 billion until September 2029 for the construction of border security infrastructure, including barriers and access roads, $ 2 billion for repairs and repairs to the installation of the prisons office and $ 465 million to build and maintain federal law training centers.

Another $ 1 million will be used to improve infrastructure at NASA space centers, including $ 120 million to work at John C. Stennis Space Center in Mississippi; $ 250 million for John F. Kennedy Space Center in Florida; $ 300 million for Lyndon B. Johnson Space Center in Texas; $ 100 million for George C. Marshall Space Flight Center in Alabama; and $ 30 million for updates to Michoud Assembly Installation in Louisiana.

The legislators also appropriated $ 1 billion until 2034 for construction to restore or increase the capacity of the surface storage claim and transportation facilities, and $ 256.7 million to repair and restore the John F. Center for Washington, DC DC

Legislation, among other things, would order the drilling of oil more on the ground and out of the sea and stopping the rate of methane leaks. “This bill cedes the leadership of the United States to the future industries while giving sheets to the past industries,” a statement from the house very docratic Casa Sentreació Casa and Mentation Couulition said.

Taxation of taxes, overtime and labor

The senators retained several tax provisions from the package version of the package requested by contractors, including 2017 tax cuts, which were otherwise due to expanding, expanding and increasing alternative amounts for minimum tax exemption and expanding and improving the so -called 199A deduction for past companies, which take into account most contractors.

The bill would increase the deduction lid of 199a from 50,000 to $ 75,000, or from $ 150,000 to joint presenters. Senators rewrote a provision related to President Donald Trump’s promise not to impose overtime, overcoming -a deduction of $ 25,000 and reducing it -in $ 100 for $ 1,000, the taxpayer earns more than $ 150,000, or more than $ 300,000 for joint files.

The legislators also included a disposition that extended the eligibility for grains, which have been available to college students to help pay for their education: including students in eligible labor training programs from July 2026.

Nepa’s fast track

The bill would also create a new section of the National Environmental Policy Law called “Project sponsor for deactivation rates for environmental reviews”.

According to the process, project owners could pay a rate equal to 125% of the cost provided to prepare an environmental evaluation statement or environmental impact, with the regulators necessary to fulfill the deadlines to complete these reviews. The provision establishes a period of 180 days for environmental evaluations and a period of one year for environmental impact statements.

The legislation will return to the House for the approval of the Senate amendments. If we assume that the legislators pass it, the bill goes to Trump to sign. He has directed the process to be completed on July 4, with the Chamber Republicans eager to fulfill, saying that after the Senate vote they will “work quickly to approve” the package during the holidays.
