Skanska, working in a joint venture with Flatiron, has won a $445 million contract to modernize road infrastructure at Los Angeles International Airport, moving a major ground access package at the nation’s third-busiest airport into active construction.
The contract, announced on January 2, was awarded by Los Angeles World Airports (LAWA), which owns and operates LAX. Skanska said the work is part of the Aerodrome and Terminal Modernization Program (ATMP) road improvements project, focused on reconfiguring access and circulation in the airport’s central terminal area.

ENR previously reported that the Skanska-Flatiron joint venture won a $323 million road contract at LAX in September 2025, an earlier package within the same ATMP program, reflecting LAWA’s phased delivery of access work.
In November 2025, LAWA said the Los Angeles Board of Airport Commissioners approved $1 billion in additional funding for the final construction phase of the ATMP plan as part of its broader $30 billion capital improvement program.

The ATMP includes airport, terminal and ground improvements across the LAX footprint. According to LAWA, the road package includes 4.4 miles of replaced and reconfigured roads designed to separate airport-bound vehicles from local traffic along SepĂșlveda Boulevard and surrounding streets.
The work will create dedicated airport roads serving the central terminal area and is expected to remove more than 500 vehicles from queues on local streets at any given time. Entrance roads, including new CTA access points, pedestrian bridges and connections to the ground transportation center and affordable parking, are scheduled for completion by May 2028, according to the project schedule.
The broader scope includes road reconfiguration, construction and modification of bridge structures, traffic signal upgrades and deployment of intelligent transportation systems. The work is being carried out while maintaining full airport operations, which require phased construction and active traffic management.

The roadway work will continue amid the construction of overlapping accesses in the central terminal area, where redevelopment of the terminal and the airport’s automated passenger transport system is progressing in parallel. This concurrency increases the importance of sequencing and coordination among multiple contractors operating within a limited footprint.
Construction on the mail airport project is scheduled to stop in July 2028 to host the Los Angeles Summer Olympics, then resume and continue until completion in the mid-2030s, according to project documents.
In announcing the contract, Skanska said it will book the project in the company’s US order books for the first quarter of 2026.
Details about subcontractors, lane configurations, bridge quantities and traffic control plans were not disclosed. Neither Skaska nor LAWA were available for comment before press time.
Detailed roadway geometry, traffic management plans and bridge configurations are expected to be revealed as LAWA advances construction milestones and board updates.
