Matthew Heisley

Matthew Heisley has joined Rainier Development Co. as partner and senior vice president of retail based in Dallas. He was senior vice president of Lincoln Property Co.’s retail division.

Primoris Services Corp. in Dallas he has appointed Koti Vadlamudi president and CEO. He succeeds the interim president and CEO David Kingwho remains chairman of the board. Vadlamudi joined Primoris after a 30-year career at Jacobs, most recently as executive vice president of operations. His experience includes work in energy, data center, life sciences, semiconductors, environment and government.

Sean Ouellette

Sean Ouellette has been promoted to president of KAST Construction, West Palm Beach, Fla., from director of operations. He launched its Tampa division before moving to West Palm Beach as COO.

Phillips Infrastructure Corp., Knoxville, Tenn., announced leadership changes. Teddy Phillips Jr. CEO since 2009, becomes executive director of the board. president Patrick McMullenalso former CFO, is elevated to CEO. Gerry Arvidsonpresident of the Phillips Heavy Inc. unit, adds the role of corporate chief operating officer.

Kim Holland

RS&H has appointed Kim Holland executive vice president of corporate development in Jacksonville, Fla., overseeing activities including investments to support its 2030 strategic plan. She had been director of strategy and assistant secretary for strategic development at the Florida Department of Transportation, leading policy and planning, modal development and the Florida Rail Enterprise. Holland also has 21 years of previous RS&H management experience and was a voting member of the American Association of State Highway and Transportation Officials (AASHTO) Transportation Policy Forum.

Frank Fotia has launched Thirdline Construction, an Atlanta general contractor of which he is president. Handles commercial projects, including interior renovations, adaptive reuse and start-up construction. Fotia was a director of F2 Collaborative and vice president of Leapley Construction Group.

Marcel Denmark has joined professional services firm STV in Tampa as vice president and national electrical technical manager; instrumentation and controls; and SCADA automation services to its national water utility group. He was Senior Director of Engineering and Southeast Sector Leader at GAI Consultants Inc.

Powers Brown Architecture, Houston, has gone up Bruce Walckpartner and president, to the added role of CEO, effective January 1. He succeeds as founding director and CEO Jeffrey Brownwho continues as creative director. Brown co-founded the company about 25 years ago with Joe Powers and has been its CEO since 2018.

Richard Backabusiness development manager for Tampa-based Baker Construction, is the president of the Associated Builders and Contractors of Florida, the state’s largest commercial construction advocacy group representing more than 2,500 contractors, subcontractors, suppliers and others.

Nashville-based Gresham Smith has promoted two executives to executive vice presidents, effective Jan. 1. Matt D’Angelo is appointed to the role of the company’s transport business, succeeding Kent Black. D’Angelo is a national service line leader for the management and operation of transportation systems. Jeff Kuhnhenn assumes the role in the unity of life and workplaces. He has been their technical practices leader.

VHB has appointed Fabricio Ponce as manager of its new Atlantic Piedmont region based in Atlanta, effective January. It will include five offices in Georgia and North and South Carolina, with more than 250 employees.
