Although the bracing approach is more expensive than top-down excavation, it is less expensive than open-cut excavation. Horizontal struts are installed in front of the retaining wall and extend from one edge of the foundation to the other, removing the stress from the wall and transferring it to the foundation below: these horizontal struts, with the right distance between them, maybe the basement frame. However, a full concrete floor attached to a foundation, as you would from top to bottom, is much stronger and safer than horizontal struts.
