By 2025, change was the only certainty. With President Donald Trump back in the White House, policy decisions made under former President Joe Biden were suddenly subject to reversal. That meant some of the former administration’s signature infrastructure laws, including the Jobs and Infrastructure Investments Act, were left in limbo, at least temporarily.
