The Federal Administration of the Transportation Transport Railway is speeding up plans for a $ 7 billion reconstruction from New York City Pennsylvania station by moving the authority on the project from the Metropolitan Transport Authority to Amrak.
As part of the move, the Federal Railway Agency is canceling the intercity passenger rail program for the northern runner’s subsidy -which he had previously granted to MTA. Last November, the agency selected MTA to receive up to $ 72.5 million for Penn Station reconstruction and selected Amtrak up to $ 71.9 million to expand the station’s capacity. The joint company design team, called in 2022, includes the FXCollaborative memory architect (former Fox & Fowle), the Global WSP engineer and the British design studio John McASlan and Partners, a consultant.
Amtrak will now serve as a master’s degree for both projects. Change of plans will save about $ 120 million, according to USDOT. Officials said they favor a model of public-private collaboration for the station.
“New York City deserves a Penn station that reflects the greatness of the United States and is safe and clean,” said United States Transportation Secretary Sean Duffy in a statement.
He criticized MTA for the “inefficiency, waste and mismanagement” of the proposed review.
The movement occurs when USDOT officials and New York officials are in conflict with the first congestion price toll program in the city. The Trump Administration has moved to the program, which was launched earlier this year, and MTA is calling for usdot to keep it active.
But despite this dispute, New York officials supported Penn Station’s move.
Governor Kathy Hochul (D) said in a statement that he had requested that the federal government be financing the job, at various meetings with President Donald Trump.
“This is a significant victory for neoyorcan people and the use of federal funds will save $ 1.3 billion from New York taxpayers that would otherwise have been needed for this project,” Hochul said.

Plans have been discussed for years to update the Penn station. Hochul and former New York Governor Andrew Cuomo shared proposals for the site and some surrounding properties in 2021. Since then, traffic proponents have also offered contributions and have requested infrastructure to allow for travel trains.
The MTA and the general contractor Skanska Usa Building Group also completed a renovation of $ 412 million from the 33rd Street Concount of Penn Station used by the Long Island railway in 2023.
Lieber said that MTA customers represent two thirds of the total driving of Penn Station.
“As a leading starter at the station, we look forward to participating in the administration’s efforts and Amtrak to ensure that future plans meet the needs of all who use it,” he said.
