Rhode Island and Connecticut governors said they would fight a Trump administration order, including potential demand, to stop the construction of the wind energy project of the 704 MW shared 15 kilometers from their shores, which is approximately 80% complete and could operate next year.

On August 22, the Federal Ocean Oceanal Office Office, the United States Interior Department Agency regulating the wind outside the sea in federal waters, notified “stop all activities in progress”. He stated the need to “address concerns related to the protection of national security interests in the United States.” They are not detailed, but the work stops until a “review” project is completed, without the time frame indicated.

Update: On August 25, the presentation of the federal court in Maryland and one in Delaware on August 22, the administration said that it intends to revoke on September 12 of key construction and other approvals given by the Biden government at the end of 2024 for a 2.2 GW wind project, 114 turbines in the two states developed by Wind Wind. The federal action was submitted together with an existing demand filed last year by Ocean City officials, MD., Against the Interior Department to approve the project, which the city opposes.

“We are sure that the federal permits we achieved after a public and rigorous public review process are legally solid,” said Nancy Sopko, Vice President of Foreign Affairs of US Wind, in the media statement.

“Canceling a $ billion project in investments, creating thousands of jobs paid in manufacturing and generating more electricity supply in Maryland is completely looked at,” said Governor Wes Moore (D) in a statement on August 25. He and President Donald Trump have been done because of unrelated problems from the first file, The Hill said.

Dear Wind of $ 4 billion, the first offshore wind energy project shared at the United States departure, provides for power to more than 350,000 homes from both states, with Rhode Island an energy purchase agreement for 400 MW and connecticut buying 304 MW. All the foundations are installed for their 65 turbines built by Gamesa Siemens, every 11 MW, with 45 turbines built. Revolution Wind is an association of 50 to 50 years of Orsted based in Denmark and the Skyborn Renewable Unit of Global Investment Partners.

Department spokesmen did not return media queries for added information.

Osted said in a statement that it was “to consider several scenarios, including legal procedures”, but “it complies with the order and is proper measures to stop activities out of the sea, guaranteeing the safety of workers and the environment.”

The company also developed the Wind Offshore project of 123 MW Fork Offshore, in New York, which was built in 2023 and is the first such energy project to operate on a commercial scale in the United States, which has worked in 53% of its capacity during the first half of 2025, “at the same time with state -of -basic power sources,” said Osted. The firm continues to build a third project, the Sunrise Wind of 924-MW, also to sell energy in New York when it was completed by 2027. Osted said that its wind projects outside the American coast have totaled up to 4 million union working hours to date, with 2 million for Revolution Wind.

“Delay and interruption”

Officials responded quickly. “At a time when we should move forward with energy solutions, jobs and affordability, the Trump administration chooses delay and interruption,” said Rhode Island governor Dan McKEE (D) on social networks. “I will pass all the ways to reverse the decision to stop the work on the wind of the revolution,” he added, emphasizing that the project was totally allowed.

The Governor of Connecticut, Ned Lamont (D), added: “This political movement of the Trump administration will increase the cost of electricity bills and contradicts everything [officials have]
He told us: “Senator Richard Blumenthal (D-Con.) Stated that he hopes legal decisions in favor of states, finding illegal order, as he was based on” secret information “.

New England Network Operator, ISO New England, said that Revolution Wind is taken into account in its feeding projections, so it will not build “the reliability of the electricity network and the economy of the region now and in the future”. State officials also cited the risk of shooting shooting.

Others also failed the administration action. “President Donald Trump has just shot 1,000 of our members who had already worked to complete 80% of this great energy project,” said Sean McGARVEY, the President of the Construction of North America’s unions in a statement. Trump “continues to talk about a great game about energy domain, but actions like this show that it is another empty promise. Energy domain does not mean taking work.”

Revolution Wind “ caused investments in Louisiana and New England shipyards, bought export cables from a South Carolina factory, and pushed for a steel supply chain that crossed New York and created hundreds of union jobs in Providence, Rhode Island, ” said Liz Burdick, CEO of the Network Oceanthic Industry Group.

In a publication on social media, the an analyst in the outside of the Sea Philip Touaro, director general of Interstor, pointed out the range of world providers and contractors working in Wind Revolution, including World and European-based companies in Australia, which have created American operations. “I am curious about which of the companies in the supply chain involved with the project allegedly represents a risk of national security for the United States,” he said. “Companies are based on the United States? The United Kingdom? EU members such as Denmark, Spain, France or the Netherlands? Industry has to ask for responsibility!”

But the order adds new financial strains for Osted, which is 50% owned by the Danish government, with the company’s shares 17% on August 25, the financial media reported. The challenges of the North -American Market in recent years and, in particular, this year, the orders of Donald Trump, also affecting other developers in the sector, have included the increase in costs and interest rates, the interruptions in the supply chain and the tax changes that have delayed and canceled projects. He has just announced is an investigation from the North -American Department of Turbine and other imports of components that could generate more rates, speculate analysts.

In a call from August 11, Osted executives noted the corporate funding needs caused by “unexpected developments outside our control” in the American market, created in recent months by consecutive administration policies in the anti-food sector. The company is meeting with investors on August 26, related to its need for about $ 9.4 billion in a new investment to proceed with wind and Sunrise Revolution projects.

In April, the administration ordered the Equinor to stop the work of the Empire Empire of $ 5 million in New York, but quickly reversed it after state intervention and other officials and a meeting between Governor Kathy Hochul (D) and Trump. There is speculation that reversal took place after informally accepting the construction of two natural gas pipes in the state, although Hochul has denied it.

Related to Revolution Wind, analysts also speculate that Trump’s order is related to Denmark Foreign Minister who signed hours before a climate cooperation agreement with the Governor of California Gavin Newsom, according to Bloomberg.

“It remains to see what price [Trump] can try to extract from Connecticut and Rhode Island, Orsted or even Denmark to lift the [Revolution Wind] Stop the work order, “said the publication of the Recharge wind sector.
