“Two years ago, Governor Kim Reynolds (R) signed Senate File 183, which allows for Construction Manager Delivery at Risk (CMAR) for public sector projects in the state,” says Loy. “The community has spent the last two years getting familiar with this alternative delivery method to understand how to best implement it. Recently, we’ve seen a lot of activity with CMAR. Cities, counties, public universities and school districts are ‘are engaging in a better value process early in the design phase rather than a low bid selection.The result has been an earlier onboarding of design and construction firms and a more collaborative approach to development the budget, scope and schedule of public projects.

“Overall, the construction market in Des Moines has cooled slightly compared to the extreme pace at which it had been operating for the past two years. Retail, mixed-use and health care appear to be slower , while public works, education, industry and advanced technology continue to have solid momentum.
The business community is watching interest rates closely, which will affect certain projects,” he says.
