PCL takes on rehabilitation of California wastewater facilities

Construction firm PCL will design and build the rehabilitation and expansion of a water treatment facility in San Diego, according to an August 28 news release of the builder. The total cost of the project is estimated at 600 million dollars. The United States Section of the International Boundary and Water Commission awarded the contract to PCL.

After winning the progressive design and construction contract for South Bay International’s wastewater treatment plant, PCL chose Edmonton, Alberta-based Stantec to lead the design. A Canadian-based contractor, PCL has its US headquarters in Denver.

The project will provide SBIWTP with essential rehabilitation of its existing infrastructure and double its treatment capacity to 50 million gallons per day, with a maximum hydraulic flow capacity of 75 million gallons per day, according to the builder. The plant will remain in operation throughout the design and construction.

The $42.4 million first phase will cover Stantec’s large-scale design for the expansion and rehabilitation of the plant, which PCL expects to complete in 20 months. After design, PCL expects construction to take about five years, according to the company.
