Surf’s up to the Virginia Beach Water Park Development

The Dollantic Park Park Development and Development Team of $ 350 million in Virginia Beach is making waves as it goes to the completion of the 10.2 hectares project this year. The central piece of development is a 2.7 -hectare surf lagoon capable of generating 1,000 waves per hour. The lagoon system, scheduled for the Spanish Wavegend firm, will be the first of its kind in North America when it opens this summer.

The neighboring lagoon will be an entertainment place of 70,000 square meters, residential buildings that house 309 units, more than 100,000 square meters of sale space and two parking garages offering 1,469 combined spaces. As part of the project, the head of the construction of WM Jordan reconstructs five streets in the city. The construction began in January 2021 with right -wing work. The various elements of development are planned to complete between April and December.

Development is financed through the greater public-private collaboration in Virginia Beach’s history, gathering the city of Virginia Beach, the Virginia Beach Development Authority, Venture Realty Group, Enterteriner Pharrell Williams, WM Jordan, Bishard Development and Priority Title/H20 Investments.

Although the members know the existing market well, they were collectively ready to risk -Atlantic Park, says Daniel Sweeney, director of Cooper Carry. “Kudos to our client who wanted to make a leap of faith and create something that was no longer there, aspiring and non -conventional,” he says.

Cooperry designed the Master Plan and is a registration architect in the two residential buildings, as well as in the entertainment enclosure, dubbed as a dome. Other design partners include Hansbury and Gensler. Coffman Engineers and Ao Architect provided design for the surf lagoon.

As a CM at risk, WM Jordan was able to relate to the team when the designs were in the first schemes, according to Gary Mulgarw, a senior project manager of the firm. The CM was on board in early 2021, but planning had been in progress for about a year and a half due to the uncertainties of pandemic.

By 2021, Mulgaw assures that the team collaborated in an intense three -day planning session with members of the design, construction and development teams to obtain the project in budget and to establish the course to complete. From that point on, Mulgaw says the construction team worked together with architects and engineers to provide valuable feedback through design.

“We made estimates at each iteration: schematic design, design development and then construction documents,” he says. “There was this constant donation and taken, forward and forward between us, the developer and the architects to do the thing again in the budget and give [the developer] Best than they wanted. “

The disorder of the site turned out to be one of the biggest challenges, creating an early mishap in the calendar. The crews excavated 15 feet below the Grau for the lagoon, which set the elevation of the subgraly to 3 feet below sea level. Dewatering took about a year, almost twice the original estimate. The team worked to find ways to recover the calendar, including the start of work at the shallow end of the lagoon. The Atlantic Park Lagoon is only the second Wavegending facility has ever built local trades instead of company workers, according to Mulgow. As a result, the team had more control over the scope of the project and the schedules. Although the construction of the lagoon was estimated to take more than five months, the WM Jordan team completed it in three months.

The speed did not affect the quality, according to Mulgrew. The lagoon has a Super Plana concrete slab and is incorporated with tolerances less than a millimeter. The ordained team was prefabricated in Spain and was sent to the site in 52 containers. Each piece had to adapt perfectly to extreme tolerances.

There is no entertainment

The entertainment site also added significant challenges to the project. The steel structure has long open extensions and can be opened, through a series of “aircraft style” hangar doors, on a grass for outdoor seats. Operated by Livenation, the enclosure will host great musical events, playing the volume of concerts, right next to a residential building. Sweeney claims that wide soundproofing is required in both the entertainment and residential building to mitigate concerns about the noise of residents. For its part, the team also had to worry about the unwanted sound that entered the enclosure. The site is near a naval base and the planes fly through the area regularly, so additional concrete was added to the top of the steel structure to help mitigate the vibration caused by air traffic. The building is also located so that the amplified sound from the enclosure aims to the beach, not the rest of the development or adjacent neighborhoods.

With a maximum capacity of 5,000 people, the enclosure also put more pressure on how circulation was designed through development. The two parking garages are open to attendees, residents and other guests and also serve as public parking for the surrounding area. Sweeney says the design emphasizes past customers, while also providing more direct access to residents.

“For someone who lives there, you will have the ability to park and enter your unit because you will know the fastest and most direct route,” he says. “But for visitors, you have a feeling of discovery [through the development]. “”

The prefabricated concrete concrete parking garage was built between August 2023 and March 2024 and will be delivered in April. The other garage, which is a concrete on the site, is below six levels of residential units and was completed between June 2023 and February 2024. It will also be converted in April. The other residential building, which broke the ground in July 2024, has a concrete podium that houses in detail and is finished off with five floors of residential units. The building is expected to be completed in October. The residential portions of the two buildings are wooden structures.

Although the project covers 10 hectares, Mulgaw ensures that the property has a limited space of disposition, so time delivery is widely used. The structures are also built to the property line, which require many deliveries from the street. In addition, the place is in a tourist area, so the crews had to limit some activities in the low season, between October and May.

Time turned out to be one of the biggest unknowns. After a wet spring in 2024 with multiple large storms that dropped each of the rain inch, the site received a total of 17 inches of rain in July.

As part of the infrastructure and the right of passage to the neighboring streets, the improvements include benches of ducts and vaults for the energy of Dominion on each street, infrastructure for Cox and Verizon, sanitary sewers, storm sewers, storm sewers, Water lines, asphalt flooring, pedestrian flooring, pedestrians, landscaping signaling, lighting, traffic and pedestrian signaling and signaling. The work is expected to end in December, the final delivery of the project. In the short term, the team faces a discouragement period of having the open place for a concert scheduled for May 4. Given the multitude of challenges that the team has faced, Mulgaw says that the crews increased are being pressed until the end, working on extra hours and on weekends. “We added a couple of superintendents,” he says. “It’s time of crisis.”
