The United States Navy exercised options for about $ 232 million in their contract with a joint company by Tutor Perini Corp. and Nan Inc. For the project APRA Harbor Waterfront Repairs in Guam, they announced the contractors. The area of employment adds the total value of the contract up to $ 563 million.

The main focus of the project is the 3 -mile glass breakwater, which limits the north side of the Port of Apra. Both the Guam naval base and the port of Guam are in the port. The breakwater was damaged by Typhone Mawar in 2023 and is now a failed structure at risk of breaching another storm, according to the Navy.

Naval Installation Systems Command (NAVFAC) Marianas selected the joint company for an initial design contract of $ 330.6 million last fall with a focus on the most seriously damaged sections of the breakwater and plans to add more repairs as contract options if there were funding. With the contract options that are now being exercised, contractors will repair the entire length of the breakwater, as well as the repairs of the coast within the inland port.

The design work is already underway and the Perini tutor said in a statement that he hopes to start construction in water later this year. Substantial completion is scheduled for July 2029.

Tutor Perini is the managing partner of the joint company, with his subsidiary Black Construction Corp based in Guam, who executes his work. Nan is a 30% partner in the JV. They were one of the five navy teams selected by 2021 to compete for up to $ 8 billion at work through indefinite delivery contracts/indefinite quantity within the framework of their Shipyard Infrastructure Optimization Program.

During a call with the investors on February 27, the director general of Tutor Perini and President Gary Smalley emphasized Guam’s work as part of a projectboard that helped the contractor achieve a $ 18.7 million record.

“Our extraordinary Back -Back -Back growth in 2024 was driven by $ 12.8 billion of new prizes and contracts adjustments,” he said.
