Drinking water leaders call to face funding challenges, forever chemicals

With financing for water infrastructure increasingly scarce due to federal financing cuts and Trump’s administration efforts to terminate the expenditure of the Inflation Reduction Act, which has yet to be diminished, some water sector utilities are becoming more resources to prioritize and sequence the projects planned, according to the speakers and attendees of the WORKS ASSOCIATION, held on June 16 to 18 in Denver.

Water Utilies list the challenges in financing projects as its maximum concern in the annual report of the water industry of the Water Water Group, based on a member survey. Resource grouping shows results

Silva’s Allada, Brown and Caldwell Research and Innovation Director, said that communities with very small water suppliers can get economies of scale when they work together at the state or regional level. A study by Brown and Caldwell published in 2024 evaluated the challenges that small uses with tiny budgets were facing that they seek to address “chemicals forever” known as PFAS in biosolids. The study found that the utilities that individually could not be able to install high cost treatment systems for PFA or other waste flows could work with other municipal systems to group resources for a local or regional installation that could be used by various entities.

Lauren March, a chemical engineer of Arcadis, described regional collaborations as a “hub and speech” model for the destruction of PFAS. “Instead of moving a system to various places or buying a system directly, you essentially send your waste to a regional disposal installation that would already have a destruction system to manage this waste, similar to the one already being implemented for landfills and incinerators.”

De Silva, who oversees the Brown and Caldwell Research Division, added that private financing, which works together with public dollars, could help the projects needed to move forward. He said this may require new methods of contractual delivery and arrangements. A current study funded by the founding of water research is to evaluate how to address the brine concentrate created through the reverse osmosis membranes. “We may need to create new entities, whether private or public, to manage these concentrate flows, because to do it at the facility level is not profitable [for some small utilities]”” For Silva he said.

Brown and Caldwell teams work to identify legal and contractual methods to create different types of institutions or frames to allow new methods of collaboration and delivery. “I think this will be a growing topic in the next 10 to 15 years, in our sector, as we face the scarcity of water and climate change.”

Awwa’s new president, Heather Collins, who oversees water treatment for the Southern California Metropolitan Water District, told which one of his main priorities is coming to other sectors of the market to serve as an educational and technical and potential partner or collaborating resource. “I am focused on ensuring that we increase the opportunity for collaborations and collaborations … with other sectors of the market.”

Christina Armor, a resilience planner of the Tetra Tech senior community, emphasized the need to consider resilience in project planning to prevent higher costs after flooding or other extreme events, instead of paying much more to rebuild after such an event. Project planners should be raised -incorporating the federal flood risk management standard, which is more rigorous than the use of basic elevation standards, in projects that are being built in flood areas. “I succeed, it is difficult to swallow the initial cost. Sometimes it is difficult to sell them in this concept, but at the same time you have to look at the long -range resilience and sustainability.” He added that creating a project to higher standards makes it more likely to be secured and therefore more “financial”.

Valdis Krumins, a higher environmental engineer in the United States Department of Agriculture, said that the USDA has federal funding available in the form of subsidies for projects in small rural communities, but some of these funds are not completely used. He added that funds include aid for emergency response projects and could be used in cases where FEMA funds are not available.

No “silver bullet” for Pfas

Another main focus at meetings was how to expand effective technologies for the destruction of PFAS. The number of companies and groups that carry out pilot studies and research to identify different ways of managing the treatment and destruction of PFAS chemicals, of which there are thousands, is dizzying. Chemicals, which are in everything, from fire fighting foam to kitchen utensils, are described as chemicals forever because they do not degrade in the natural environment and have been harmful to human health. Carbon fluorine bonds within the compounds are almost impossible to break and can exist for decades.

But this challenge has not stopped that numerous companies prove and evaluate different technologies to mitigate the PFA.

The Xylem Water Technology provider works closely with both useful companies and pilot engineering for different technologies, determining which would be most effective and profitable for specific places, says Geoff Pellechia, responsible for the Xylem PFAS program. “We are seeing an increasing increase in the mitigation of the PFAS, including engineering companies that design public services treatment systems. Working together from the first phases of planning to the integration of the system on a complete scale, we ensure that the solutions are adapted, scalable and aligned with the regulatory objectives and the treatment objectives.”
