Roger R. Argus

Pasadena, Calif.-based Tetra Tech announced Roger R. Argus has been promoted to president. Argus, currently executive vice president of corporate development and group president of commercial/international services, has been with the firm for three decades and has led major environmental and engineering programs and led the firm’s mergers and acquisitions. Jonathan S. Weissa 30-year veteran of the company, will assume the role of president, international/commercial services group, continuing to advance Tetra Tech’s global water and energy initiatives.

TPBC has appointed Chris Cosenza as vice president of business development. Previously, he was with Ameristar Casinos, where he held corporate leadership roles for more than a decade. Chris Casuga has been named TPBC’s vice president of preconstruction services, bringing 28 years of experience in preconstruction and operations.

MATT Construction has appointed Brian Saenger as president and CEO, succeeding the co-founder Steve Mattwho becomes president of the board. Saenger joins The Ratkovich Co., where he led as chief executive for the past four years, raising $1.5 billion and overseeing $500 million in acquisitions. Jason Mosiera 15-year veteran of MATT, has been promoted to commercial director and executive vice president, while Joe Healy continues as COO. Mosier will lead the strategic direction and oversight of MATT’s business development, marketing, preconstruction, client solutions and revenue management functions.

Eric Olson

Eric Olson has joined STV as senior vice president and chief rail officer for the company’s West transportation operating group based in Los Angeles. With more than three decades of experience, Olson is an established leader known for managing complex and engineered transit programs in California. His experience includes overseeing the $2.5 billion LA Metro Expo Line extension and playing a key role on the Pasadena Gold Line.

Walnut Creek, Calif.-based Brown and Caldwell has promoted Euan Finlay to the President and Chief Operating Officer, overseeing operations, including project development and delivery, as well as efficiency and growth initiatives. Finlay, who joined in 2019 and became COO in 2022, brings 25 years of experience and a track record of leading strategic initiatives. In addition, Stuart Henshall has joined the company as CFO. During his 25 years in the industry, he worked at Jacobs and CH2M. Both appointments are effective immediately and report to Rich D’AmatoCEO Wendy Broley has been named leader of the private sector business unit based in the firm’s San Diego office. Previously serving as the company’s Chief Technical Officer, Broley will now oversee the company’s comprehensive environmental services and tailored solutions provided to its private sector clients.

Tutor Perini Building Corp., a wholly owned subsidiary of Tutor Perini Corp., has appointed Mike Cherwin as its new president. Cherwin has 30 years of experience and was previously vice president of Yates Construction. He will be responsible for the Henderson, Nevada-based company’s operations, strategic planning, business development and project execution.

Lee Mason

Lee Mason has been promoted to president of Las Vegas-based All 5’s Construction, where he will oversee all aspects of the business, focusing on profitability, operational efficiency and strategic market growth. Mason previously served as a project executive at the Penta Group.

Suffolk has appointed Preston Hoopes as Managing Director of Northern California, emphasizing leadership and strategic growth in the region. Hoopes has nearly 20 years of construction and business development experience in the Bay Area, including senior positions at McCarthy Building Cos.
