A joint venture (JV) between Skanska and Black & Veatch has secured a £219m design and build contract from the Ministry of Defense (MoD) for a new building at RAF Molesworth in Cambridgeshire.

The contract for the two-storey facility (pictured) was awarded by the Defense Infrastructure Organization (DIO) of the Ministry of Defense on behalf of the US Air Force (USAF).

The building, along with supporting infrastructure and a warehouse, is expected to be completed in 2028.

Enabling works will begin in spring 2024, with full construction starting later this year. Design work will begin immediately.

Skanska said its share of the contract is worth £153m. Its Executive Vice President Adam McDonald said: “We are very excited to be working with DIO to deliver this project. We have long experience of delivering complex projects in the defense sector, which means we can hit the ground running when we pass this place.”

DIO Chief Operating Officer David Brewer said: “This contract award marks the latest stage in an important and ongoing relationship between DIO and our NATO partners and allies, the US. We look forward to working hard with our suppliers to deliver an impressive facility for the US Air Force.”

Brigadier General Kale, commander of the US Air Force Civil Engineer Center, said the project “marks another step in the enduring partnership between the United States and its NATO ally and partner, the United Kingdom”.

Elsewhere, the Skanska JV with Costain and Strabag working on HS2 recently received an additional £305m related to changes to the scope of works.

Black & Veatch’s other recent wins include overseeing the delivery of a new £480 million waste-to-energy plant near Northwich in Cheshire.

RAF Molesworth is a non-flying installation under the control of the USAF. Tenants include the USAF’s 423rd Air Base Group, the Joint Intelligence Operations Center’s European Analytical Center, the NATO Intelligence Fusion Center and the Africa Command’s intelligence directorate USA
