Construction is about to leave $124 million on the table due to outdated bids

Somewhere right now, a contractor’s bid window is closing while an invitation to bid sits unanswered in an estimator’s inbox. Another contractor with a healthy backlog just passed on a qualified opportunity because no one had time to price it.

I see this pattern constantly in my work with contractors deploying Beam AI. Before a project can be built, it must be found, quantified, priced and bid. However, when teams are estimated to run out of capacity, projects are not only delayed; they disappear The work is never pursued, never won, and never becomes a building product.

This makes preconstruction one of the industry’s most overlooked capacity challenges.

The departure is lost long before the crews mobilize

Deloitte’s 2026 Engineering and Construction Industry Outlook estimates that persistent labor shortages could cost the industry nearly $124 billion in lost output. The report highlights a pressing workforce challenge: Construction needs nearly 500,000 additional workers this year, while the industry’s aging workforce and shrinking talent pool make it increasingly difficult.

As alarming as these numbers are, they only tell part of the story. The report assumes that production is limited only when there is no labor available in the field. In reality, another capacity constraint arises much earlier, during preconstruction.

Long before teams are mobilized, estimation teams determine which opportunities will become projects. And this distinction is important because construction production does not begin when the first crew arrives on site. It begins when someone translates drawings into quantities, quantities into costs, and costs into a competitive bid. Every project starts in pre-construction.

However, pre-construction has rarely been seen as a function of strategic capability. Contractors meticulously track project backlog, labor productivity, and margins, but few measure a simpler question: How many qualified opportunities did we never have the ability to pursue?

Your estimation ability sets your income ceiling

For decades, this compromise was inevitable because estimation remained largely manual. Advances in AI are beginning to challenge this assumption. Preconstruction platforms can now automate the repetitive, time-consuming tasks of experienced estimators—performing takeoffs, extracting quantities, reviewing drawings, and organizing project documents—so estimators evaluate more opportunities without sacrificing quality.

Artificial intelligence changes the equation of “How many lovers do we have?” a “What estimation capability can we create?”

Consider a masonry contractor in Wisconsin whose estimating team consistently limited approximately 25 takeoffs each month. This limit was not just an operational metric; it became an income ceiling. Every qualified opportunity beyond those 25 takeoffs represented work that the company simply did not have the capacity to perform.

The same pattern repeats itself, regardless of the trade. For a drywall and demolition contractor, bid volume dropped almost immediately after losing a key estimator, even though field operations remained unchanged. The real bottleneck was not work; was upstream capacity. After introducing AI into their estimating workflow, the company doubled its deal volume goal, not by hiring additional estimators, but by eliminating much of the repetitive work that had been holding them back.

In both cases, the limiting factor was the capacity estimate. Once this bottleneck was removed, companies were able to do more business.

Count how quickly you turn demand into offers

Construction productivity has focused on field execution: labor hours, equipment utilization, prefabrication and schedule performance. These metrics are still essential, but they only capture part of the equation. In today’s market, productivity must also include the efficiency with which contractors convert demand into bids.

Every invitation to bid without a response represents lost capacity. Every opportunity that’s declined because an estimating team is overloaded represents potential revenue that’s gone before construction even begins. These losses rarely appear on a balance sheet, but collectively they determine how much work the industry is able to deliver.

Measure the work you never had the capacity to do

If productivity starts in preconstruction, contractors need better ways to measure it. This means looking beyond the offers presented and asking what prevented them from pursuing qualified opportunities in the first place. Start with three questions: How many qualified offers went unanswered? How much time was spent on repetitive work? How much revenue was left behind because capacity ran out before demand?

Once contractors start measuring these questions, the next step becomes obvious. Automation increases the number of opportunities a company can realistically pursue. By shifting repetitive tasks to AI and preserving human judgment where it matters most, contractors can expand bidding capacity without expanding headcount at the same rate.

At the individual company level, this means putting in more work without a commensurate increase in overhead. Across the industry, it means unlocking the estimation capability that has always existed but never been fully utilized.

Viewed through this lens, Deloitte’s $124 billion projection is both a warning that construction needs more workers and a sign of a bigger opportunity.

The industry’s next competitive advantage will come from expanding the capacity of all estimators already on the team, because long before labor shortages limit what gets built, capacity estimating determines what gets delivered.
