New York City-based professional services company STV Inc. has moved to expand engineering capability in its new energy-focused business line with the purchase of Laguna Hills, California. Champs Inc., a provider of substation design and engineering services for utility infrastructure in the region.
Champs brings an established customer base to STV, supporting the modernization of Southern California infrastructure, such as the historic Laguna Bell Substation in the city of Commerce, owned and operated by utility Southern California Edison and which has helped power the region since 1923.
No details of the transaction were disclosed.
“As the demand for reliable and resilient power continues to grow across the country, this acquisition strengthens our ability to help customers modernize their systems and meet the needs of the communities they serve,” said Greg Kelly, CEO of STV. The company’s energy business line aims to capitalize on intensifying energy demand fueled by an ongoing data center boom across the country, he told ENR in May.
“Our customers have expressed that need. So we’re going to be very intentional in rolling out our strategic plan to build that capability,” Kelly said at the time. Going forward, the acquired company will be known as Champs Inc., an STV company.
Related to what made Champs an attractive acquisition for STV, Kelly pointed out “trust [the firm has] built with its customers’ and the ‘quality of its]people’.
In announcing the deal, he added that “by bringing our teams together, we will deliver greater value to communities while investing in the people and capabilities that will drive our future growth.”

STV’s electrical engineering services include both infrastructure front and back of the meter, such as grid and substation upgrades, as well as traction power systems for campus power solutions and transit resilient facilities, the firm said. STV pointed to data center power replacement services for the Fairfax County Operations Center in Virginia and substation and network infrastructure upgrades for utility Con Edison in New York City as recent industry highlights.
On the West Coast, STV said it has also grown its transportation footprint with a portfolio of engineering, planning and design services for the construction of the Sound Transit East Link and Northgate Link extension systems in the Seattle area, and the LA Zero Emissions Bus Program and LA Purple Line Extension Sections 2 and 3 in the Los Angeles region.
STV is ranked No. 32 on ENR’s Top 500 Design Firms 2026 list, with more than $842 million in revenue by 2025. The company is also ranked No. 25 on ENR’s Top 100 Professional Services Companies, with more than $170 million in revenue last year.
Champs’ latest earnings were not disclosed.
