The San Antonio International Airport is planning a $1.4 billion expansion that includes a new 17-gate terminal designed to meet the needs of projected passenger growth. The airport evaluation committee has chosen Hensel Phelps for a construction management contract of up to $1 billion for its terminal development program, according to a news release last week from the City of San Antonio, Texas, pending approval of the City Council of San Antonio.

The Greeley, Colo.-based company, one of the nation’s largest aviation construction contractors, would be responsible for overseeing the ongoing planning and construction of the new terminal and related upgrades, including a multi-purpose ground transportation hub flats, the extension of elevated roads, a new customs inspection area and aircraft parking, according to the statement.

The remainder of the project’s $1.4 billion price tag will cover other “enabling” construction projects at the airport, such as building demolition, and the costs of other professional services, such as architects.

The Terminal Development Program is the first and largest component of the airport’s 20-year, $2.5 billion. Strategic development programwhich the Sant Antoni city council approved in November 2021. There are already two projects underway to provide five more doors until the opening of the new terminal.

Under the construction manager’s risk method used by the city, Hensel Phelps would have a $1 billion cap and must work with the architect to control construction costs. City officials say money for contingencies and inflation has been built into the budgetaccording to local ABC affiliate KSAT 12.

Hensel Phelps will be required to bid approximately 85 percent of the work, which will create opportunities for local and underserved commercial businesses, City Manager Erik Walsh said in the release.

The The vote of the Sant Antoni City Council is awaited Dec. 12 on whether to make the evaluation committee election official, and only one board member has expressed resistance so far, according to the San Antonio Express-News. If work proceeds as planned, construction will begin in late 2024 and be completed in the second quarter of 2028.
