People of Texas and Louisiana: February 2024

Jacqueline Hinman

Jacqueline “Jacque” Hinman has joined Atlas Technical Consultants, an Austin-based infrastructure and environmental consultant, as CEO. He succeeds the founder of the company L. Joe Boyer, who retired. Hinman was president and CEO of industry consultancy CH2M prior to its 2017 acquisition by Jacobs and also served as president of several of its divisions. He is currently a board member of Dow and International Paper.

Thomas Taylor

Thomas Taylor has joined DeSimone Consulting Engineering as principal and director of its structural engineering practice in Dallas. Known as a longtime engineering innovator, he previously led Datum Engineers and served as project manager and director-in-charge of more than 50 structures in downtown Dallas, the company said. Taylor, with his wife, also helped fund the Thomas Taylor Design Studio at the University of Texas, Austin, a state-of-the-art space for teaching architecture and engineering systems integration, according to his LinkedIn page.

Jay Kingham he was promoted to president of Houston design and construction firm KDW, a role he previously held Keith Dalton, who remains CEO. Rolf Scheffler was appointed to the new position of Chief Operating Officer.

Chad GartnerLindquist asked

Chad Gartner has been elevated to regional senior vice president of Fort Worth-based TranSystems, where he oversees sales and operations for 14 offices in five states. He was general manager of Texas operations. The firm also promoted Lindquist asked to the vice president and head of the civil team. She was Assistant Vice President and Road Team Leader, with clients including the Texas DOT and the City of Houston.

Hill & Wilkinson, a contractor based in Richardson, Texas, announced executive changes. CEO Paul Driscoll he is now chairman of the board of directors, succeeded in his previous position by the director of operations Mike Oswald. Matt Shem has been promoted to president; Matt Sisco to the director of operations; i Peyton Boddie to the business director.

Gensler has promoted three employees in Dallas to director: Alexander Guerrero, Joshua Metzger i Justin Bashaw.

Rich Elwood has joined Manhattan Construction as a project manager, based in Houston. Most recently, he was director of construction program divisions for the Harris County Engineering Department.

Enprotec/Hibbs & Todd Inc., a civil, environmental and geotechnical engineer in Abilene, Texas, has raised Scott F. Hibbs40-year water resources consultant, from president to general manager. Jordan S. Hibbs has been promoted to vice president president.

Sundt Construction has hired Tom LeBeau as a project executive focused on transit and rail. Based in Austin, he had been senior vice president of transit and rail at WSP USA.

Brent Bolerjack

Brent Bolerjack was promoted to general manager of Walter P Moore’s civil engineering teams in Oklahoma City and Tulsa. According to the firm, it has managed and designed more than 40 bridge replacement and rehabilitation projects.

Alfred Vitela III has joined engineering and program management firm Lockwood, Andrews & Newnam Inc. (LAN) as Program Director in San Antonio. He was a senior mechanical engineer at UT Health and had been a project manager and mechanical engineer for the city’s Northside Independent School District.
