Do states have some power or negotiation power?
The states will sue. But the damage is done even if the states win. [The legal process] It causes delays that make projects not viable because developers will run out of contingency budget. They cannot simply collect additional capital.
Trump is looking for all investors to take away? They follow the same. What would be the impact?
