Texas contractor wins first phase of $473 million infrastructure project

A major east-west corridor in western San Antonio handled approximately 60,000 to 70,000 vehicles per day in 2019. City officials expect a 100 percent increase in traffic volume by 2045.

To meet the increase, the Texas DOT will invest 473 million dollars in two phases to reconstruct US 90 between Interstate 410 and SH 211, according to the state agency. Texas DOT recently awarded Jordan Foster Construction, an El Paso-based contractor, the contract to build the first phase of the project.

Phase 1 includes construction from I-410 to Loop 1604, an approximately 3.3 mile stretch of road. The Texas DOT expects the cost of the project at this initial stage to reach $146 million. Jordan Foster hopes to complete the first phase in the early 2030s.

Phase 2 of construction includes work from Loop 1604 to SH 211, about 4.3 miles. The total cost of the project has yet to be determined, although the Texas DOT expects construction to begin in 2028 and last approximately four years. Funding for the second phase has not yet been fully secured and no general contractor has been announced, according to the state agency.

After both phases are completed, US 90 will feature a six-lane expressway with three main lanes and continuous frontage roads in each direction. Currently the highway only has four lanes.

Plans also include construction of a roundabout on the south side of US 90, as well as intersection and sidewalk improvements. The improvements will also include the addition of shoulders and auxiliary lanes, according to the Texas DOT.
