Balfour Beatty has made numerous leadership changes in the past 12 months. Now, an executive has been chosen to focus specifically on growing the company.
The London-based contractor has tapped Emma Loxton as new strategy directoraccording to an announcement Tuesday. Loxton’s appointment will take effect from October.
As part of his responsibilities, Loxton will help shape the company’s long-term strategy, with an emphasis on core markets such as energy, transport and defense in the UK and US buildings. It will also help the company strengthen its presence in the UK, US and Asia, according to the announcement.

Balfour Beatty’s focus on its U.S. building segment comes as the U.S. arm of the general contractor generated profits in the first half of 2026, after reporting a loss in the first half of 2025. Balfour Beatty chief executive Philip Hoare told investors during the company’s half-year results call in August that the company would continue to leverage its strong relationships with previous clients to grow its work.
“The group is well positioned for its next phase of profitable growth, with strong positions in attractive markets and clear ambition for the future,” Loxton said in the announcement.
Loxton adds to the list of C-suite executive changes Balfour Beatty has made over the past calendar year. Hoare became the general manager of the group in September 2025 and Myles Westcott became CFO in may after the company’s annual general meeting. Also, Ed Egerton will take the reins as chief legal officer this month
Prior to joining Balfour Beatty, Loxton worked as a partner at consulting firm McKinsey, where he led the UK’s Advanced Industries and Transport & Infrastructure practices, according to the announcement.
Prior to McKinsey, Loxton served as a senior policy advisor in the UK Prime Minister’s Strategy Unit, according to the press release. she served in government from 2005 to 2010according to his LinkedIn.
