
After reviewing nearly 75 projects in Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia and West Virginia, industry judges selected 35 to win 16 categories. Projects were judged on the team’s ability to overcome challenges, quality of design and construction, occupational safety and contribution to sector innovation, best practice and community benefit. The work had to be completed between May 1, 2025 and May 31, 2026.
The judges were divided into two groups and assigned a group of categories to avoid conflicts of interest. They could select any combination of Best Project or Merit Award winners. Judges for this year’s MidAtlantic Top Category were: Jason Fuller, Senior Project Manager at HDR; Theresa Giacomino, Outreach and Subcontractor Diversity Coordinator for PJ Dick; Mike Gibson, Director of Business Development, Ondra-Huyett Associates Inc.; Andrew J. Graham, Senior Associate, CTO of Leo A. Daly; Grisel Gray, Director of Pre-Construction at STACK Infrastructure; KiSeok Jeon, Vice President of STV Digital Advisory; Jeff Myers, director of business development for Agate Construction Co.; Brian Neckermann, Program Director, The Walsh Group – Walsh Construction & Archer Western; Chuck Tomasco Jr., division president of C3M Power Systems; and Catherine Woodworth, Project Manager at Hensel Phelps. The Project of the Year winner and finalists were selected from among the Best Project winners.
The Department of Virginia’s Central Forensic Science Laboratory and the Office of the Chief Medical Examiner’s project and the Flight Dynamics Research Facility at NASA Langley Research Center were named finalists for Project of the Year, while the James River Crossing project in Newport News, Va., was named Project of the Year.
All winners at the Best Project level are automatically entered into ENR’s national Best of the Best competition. These winners will be announced in the coming weeks and recognized at the annual Award of Excellence event on March 25, 2027 in New York City.
