Navy selects eight contractors to complete $3 million in IDIQ work

The US Navy recently selected eight contractors to compete for up to $3 billion in task orders for various construction, repair and renovation projects, primarily in California.

San Diego-based Naval Facilities Engineering Systems Command (NAVFAC) Southwest awarded indefinite-delivery/indefinite-quantity multiple-award contracts to Clark Construction Group – California LP, Gilbane Federal, Harper Construction Co Inc., Hensel Phelps Construction Co., RA Burch Construction Co. . Inc., RQ Construction LLC, Tutor Perini Corp. and Walsh Federal LLC.

NAVFAC Southwest received 16 bids for the work, according to a Department of Defense contract award notice. Renae Kvendru, chief of procurement for NAVFAC Southwest, called the contract award “critical” in a statement and said her team completed the procurement a month early.

Work is expected to be completed by June 2029. The contracts cover an initial base period of two years with an option to extend for a further three years.

Most firm, fixed-price task orders are expected to range from $15 million to $300 million, according to NAVFAC’s solicitation. They will cover design-build and design-bid-build projects at various facilities. Officials expect about 90 percent of the work to be done in California, plus smaller amounts in Arizona, Nevada, Utah, Colorado and New Mexico.

NAVFAC Southwest lists projects online it expects to award through fiscal year 2025, providing information on the types of task orders that could go to selected IDIQ contractors. They include the construction of an ambulatory care center in the San Diego area and the modification of another at Camp Pendleton, in addition to the construction of barracks, a fire station, operations facilities for the SEAL equipment and battery energy storage, as well as several others.

“We look forward to leveraging the capabilities of this exceptional group of contractors to modernize and build facilities that add value to our supported commanders,” Capt. Laurie Scott, commander of NAVFAC Southwest, said in a statement.
