Once a site for redevelopment is identified, the Build-Ready program handles project design, engineering, permitting, grid interconnection review, and development of a benefits package for the host community. Acting as a private developer, NYSERDA negotiates PILOT (payment in lieu of taxes) and community benefit agreements to return these hard-to-reach sites to productive use for renewable energy generation without competing with the private sector.
