RFPs open for Key Bridge construction oversight

The Maryland Transportation Authority is seeking contractors to perform construction management and inspection services for the Francis Scott Key Bridge Reconstruction Project in Baltimore.

The agency will hire the first three firms for progressive design-build CMI contracts valued at $20 million each, for five years, according to the agency’s request for proposals. The selected companies will be responsible for the supervision of construction activitiesensuring compliance with safety regulations and maintaining high standards, according to an MDTA press release.

The MDTA will evaluate proposals based on relevant experience, technical knowledge, qualifications of proposed personnel and cost effectiveness, according to the release. The agency has a 33% disadvantaged business target for the contract.

In August, the MDTA board approved a $73 million design-build contract to Omaha, Neb.-based Kiewit Infrastructure Co. for Phase 1 of the design and construction. construction of the key bridge replacementin which the contractor will develop the project scope and requirements in collaboration with the agency. Upon successful completion of the first phase, Kiewit will have exclusive negotiating rights for Phase 2, which includes the final design/engineering and construction of the project.

The collapse of I-695 Key Bridge attracted worldwide attention in Marchwhen the freighter Dali struck one of its supports and caused the historic span to sink into the Patapsco River. The four-lane, 1.6-mile bridge was a major step for traffic in the Baltimore area.

While the total reconstruction cost estimate is not final, the MDTA currently pegs it at $1.7 billion, funded by a combination of insurance proceeds, cash on hand, bond financing, litigation recoveries, and federal funds, according to the project’s website.

The MDTA will host a pre-proposal meeting on September 16 for the latest RFP, with proposals due by October 15. The agency expects to announce the winners this winter, according to the press release.
