Texas and Louisiana Stories | Engineering News-Register

ENR Texas & Louisiana has chosen 39 projects in five states for its 2024 Regional Best Project Awards, the latest in the annual nationwide design and construction recognitions.

The panel of judges from the publishing industry, working on four separate panels, collectively reviewed 115 entries from Arkansas, Louisiana, Mississippi, Oklahoma and Texas, and selected the winners for Best Project recognition or a merit award.

Thanks to the judges, listed here alphabetically, for their time:

  • Matthew Cartwright, Construction Manager, Freese and Nichols Inc.
  • Isaac Garcia, Project Engineer, Robins & Morton
  • Timothy Gregorski, Senior Writer, Walter P Moore
  • Julie Huval, Owner, Marketing Operations Consultant
  • Matt McCaffrey, vice president of Skanska USA Building Inc.
  • Natalie Pagano, Director of Marketing and Communications, Manhattan Construction Group
  • Sam Roberts, CEO of the Brushy Creek Regional Utility Authority
  • Valletta Saldanha, Project Manager, AECOM

Selection criteria included innovation, teamwork, community service, safety and quality of design and construction. Based on the following list of market sector winners, this year’s judges will collectively review and discuss several projects that individual panels have chosen as Project of the Year. Any judge with a connection to a competing project was assigned to review a different category.

The three finalists from this review will be announced at a later date, and the overall Project of the Year will be announced at the ENR Texas & Louisiana Best Projects Awards event on December 6 in Houston.

A separate panel of judges will review the entries submitted for consideration for the Excellence in Safety and Excellence in Sustainability awards, which will also be announced at a later date.

Airport/Traffic

Best Project: Conversion of the Nashville Avenue Terminal to the Demolition of Railroad Extension Warehouses and Crane Containers, located in New Orleans. Presented by Orion Group Holdings

Merit Award: McKalla Station Design Build, located in Austin, Texas. Presented by Stacy Witbeck

Cultural/Cult

Best Project: Pearl Stable Hall, located in San Antonio. Presented by Joeris General Contractors LLC

Merit Award: Ralston Family Collections Center, located in San Antonio. Presented by Gensler

Energy/Industrial

Best Project: Baytown Supermodule Furnace Project, located in Baytown, Texas. Presented by PCL Industrial Construction Co.

Merit Award: Soli Controlled Organic Environment Agriculture Building, Sant Antoni. Presented by Joeris General Contractors LLC

Government/public building

Best project: Lubbock City Police Headquarters, located in Lubbock, Texas. Presented by Lewis Construction

Health Care

Best project: St. David’s North Austin Women’s Services Expansion & Renovation, located in San Antonio. Submitted by Brasfield & Gorrie

Merit Award: Poydras Home Expansion and Renovation, located in New Orleans. Presented by DonahueFavret Contractors Inc.

Merit Award: HCA Houston Medical Center Health Care, located in Houston. Presented by Gilbane Building Co.

Higher Education/Research

Best project: Southern Methodist University Frances Anne Moody Hall, located in Dallas. Presented by The Beck Group

Merit Award: Abilene Christian University, Science and Engineering Research Center, located in Abilene, Texas. Submitted by Linbeck Group LLC

road/bridge

Best project: SH 146 expansion, located in Kemah and Seabrook, Texas. Submitted by Webber LLC

Merit Award: I-10/Loyola Drive Interchange to New Orleans Airport, located in New Orleans. Submitted by Gilchrist Construction Co. LLC

Merit Award: Northaven Trail Bridge, located in Dallas. Presented by HTNB Corp.

Interior/tenant improvement

Best project: Indeed Tower IT, located in Austin. Presented by DPR Construction

Merit Award: Memorial Hermann The Woodlands Phase II, located in Houston. Presented by Austin Commercial LP

K-12 education

Best project: Dallas College Natatorium, located in Mesquite, Texas. Presented by Lee Lewis Construction Inc.

Merit Award: CFISD Visual Performing Arts Center, located in Cypress, Texas. Presented by Satterfield and Pontikes Construction Inc.

Landscape/Urban Development

Best project: Exploration Green Detention Center, located in Houston. Submitted by Lockwood, Andrews & Newnam Inc.

Merit Award: Harwood Park, located in Dallas. Presented by The Beck Group

Manufacturing

Best project: Propel Park, Phase 1, located in New Orleans. Presented by RNGD, in Palmisano Co.

Merit Award: Chisholm 20 Commerce Park Manufacturing, located in Benbrook, Texas. Presented by Ridgemont Commercial Construction

Office/Retail/Mixed Use

Best project: Houston Zoo Office & Garage, located in Houston. Presented by O’Donnell/Snider Construction

Merit Award: State Bank of Texas headquarters, located in Irving, Texas. Submitted by Linbeck Group LLC

Merit Award: Harwood no. 14, located in Dallas. Submitted by Manhattan Construction Co.

Reform/Restoration

Best project: Frisco Public Library, located in Frisco, Texas. Presented by Byrne Construction Services

Residential/Hospitality

Best project: Rev Northgate Student Living, located in College Station, Texas. Presented by Rogers-O’Brien Construction

Best project: Girls Inc. of San Antonio, located in San Antonio. Presented by Joeris General Contractors LLC

Construction specialty

Best project: Port of Beaumont Main Street Terminal 1, located in Beaumont, Texas. Submitted by McCarthy Building Cos. Inc.

Merit Award: Texas A&M RA Murray Fasken Indoor Track, located in Houston. Presented by Austin Commercial LP

Sports/Entertainment

Best project: Epicenter of Fort Bend County, located in Rosenberg, Texas. Submitted by Satterfield & Pontikes Construction Inc.

Merit Award: Oklahoma City Zoo: Exhibition Africa, located in Oklahoma City. Presented by Timberlake Construction

Water/Environment

Best project: Strengthening the redundancy and resiliency of the Draper Water Treatment Plant for water treatment and storage, located in Oklahoma City. Submitted by Carollo Engineers Inc.

Merit Award: Treated pipeline of phase 1B of the regional water authority of the Alliance (segments A and B), located in Lockhart, Texas. Presented by Garney Construction
