The White House proposed $ 163 million in non -defense costs cuts in its 2026 discretionary budget application published on May 2. While the federal budget is still completed by Congress, the proposal provides a look at the Trump administration priorities, which would include increases and cuts for different programs that fund construction projects.

The cuts would result in a decrease of 22.6% with respect to the promulgated budget of 2025. As proposed, the partial budget would formalize many cuts that the President has moved to executive order, such as environmental initiatives and diversity, programs of equity and inclusion.

Some of the largest cuts are proposed to the state department and international programs, which would reduce $ 49.1 billion, or 83.7%. $ 33.6 billion more would be reduced from housing and urban development (HUD) and $ 33.3 billion of health and human services.

Environment and energy

The proposal would reduce billions of dollars on the financing of environmental focus programs. I would cancel $ 15.2 billion from various North -American energy departments, such as those who fund renewable energy and eliminate carbon dioxide from the air.

The application for the Trump budget aims at $ 2.5 billion more of the Clean and Dining Water State (EPA) Formula Formula (EPA) programs of the United States Revolveling State Formula Agency. White House officials wrote in budget documents that “states should be responsible for financing their own water infrastructure projects”, adding that SRFs are duplicated by other programs such as the Finance and Innovation Law of Water Infrastructure (WIFIA). Another $ 1 million would be reduced from 16 EPA categorical grants for local states and governments.

It is also aimed at $ 609 million cuts in office claims that fund efforts such as habitat restoration, but not building or maintaining water infrastructure.

The budget would reduce $ 389 million from the Dept. Environmental Management Program. Energy Dept., which leads cleaning activities to 14 places and operates the waste isolation pilot plant, a geological disposal installation in New Mexico. White House officials wrote that the budget maintains 2025 levels of financing for the cleaning of the Hanford site in the Washington state, but reduces work funding elsewhere. The cuts include $ 178 million that officials attributed to the transition from environmental management responsibilities to the National Nuclear Safety Administration.

The budget would also reduce $ 254 million from the Superfund program, which officials wrote still have $ 1.6 billion available in the Act of Inflation Reduction and Inflation of 2021 inflation.

Senator Sheldon Whitehouse (Dr.i.), a member of the Committee of the Environment Committee and the Senate Public Works, criticized the cuts as “a disaster without imitating everyone, except for looters and pollutants” in a statement.

“By paralyzing the EPA, Trump would guarantee that families across the country be more dangerously exposed to non -safe drinking water, toxic waste and the costs of decreasing climate change,” said Whitehouse.

The proposal also cuts $ 325 million from the National Institute of National Rules and Technology. In the budget documents, the white house officials wrote that Nist has “funded prizes for a long time for the development of curricula that advance a radical climate agenda” and its circular economy program “EXPENDED ALARMISM ENVIRONMENT”.

$ 80 million more would be reduced from the Department of Interior Renewable Energy Programs under the proposal.

Financing of transportation

Several North -American transport programs helping fund construction projects would have an increase in the proposed budget. Includes additional $ 824 million for a federal aviation administration program to update the North -American National Air Space System facilities and replace radar teams.

The budget would add $ 770 million for the infrastructure infrastructure program for the reconstruction of America (infra), which the White House praised to use a “ rigorous benefit of profit costs ” in the choice of road projects, port and freight transport to support. It also adds $ 400 million for railway and infrastructure security aids and $ 596 million for naval construction and port infrastructure.

Training of workforce

As part of the White Make America Skilled Again (Masa) White House initiative, officials have proposed to deliver to the states “more control and flexibility to coordinate with entrepreneurs”. States receiving mass grants should spend at least 10% of the concession on learning programs, which the Trump administration has moved to increase.

“At this moment of the process … The key value of a proposal like this is that it reflects some of the political priorities of the administration,” said Brian Turmail, vice -president of public affairs and labor of the general associated contractors of America, through email. “To that end, we encouraged us to support the development of the hand of craft in the proposal.”

While consolidating several grants within the framework of the Masa program, the White House proposes to cut $ 1.6 billion in funding. Officials criticized the Biden administration’s prioritization for workforce training and the indicated aids would not be available for initiatives that would help immigrants or focus on diversity and inclusion.

The budget also cuts more than $ 1.6 billion from the work body, which officials wrote in budgetary documents is a “failed experiment” and $ 405 million of a program that helped train and subsidize employment for low -income elderly.

“The first budget proposal of President Trump reaffirms his unmatched commitment to first put American workers, encouraging and empowering states to increase their employees by expanding learning opportunities,” said United States secretary Lori Chavez-Deremer in a statement.

More cuts

Several other programs that fund construction projects are aimed at financing cuts by the proposal of the White House. Includes $ 3.3 billion from the HUD community development block subsidies program, focusing on various neighborhood projects. However, the white house officials called the “poorly directed” formulas funding program and said that they have been financing projects that should be financed locally.

The budget would reduce $ 1.1 billion from the U.S. Army Army Port Maintenance Trust Fund. About half of the $ 2.8 billion appropriate to the background by 2024 have not been forced from the first quarter of 2025, according to the White House.

$ 73 million would be reduced from construction of the National Park service. The White House aims to transfer some smaller parks and less visited to state or tribal governments, and officials wrote that park projects should be managed locally.

The legislators will probably make some changes before the end of their budget, although the president of the house Mike Johnson (r-la.) Called the proposal of the White House “a bold model” and said that the Republicans of the House would work with the president “to implement a responsible budget”.

Democrats were critical of the proposal. The Rosa Deauro representative (D-Conn.), A member of the Classification Committee classification, said that Trump administration officials “are attacking education, housing, cancer research and middle-class investments to pay tax cuts for billionaires.”
