Fluor, JGC win $7.5M contracts each on LNG Canada Phase 2 expansion

Fluor and JGC are staying for the next chapter of a multi-billion dollar energy build in Western Canada.

The joint venture will provide engineering, procurement, manufacturing, construction and commissioning for the second phase LNG Canada LNG Export Facility in Kitimat, British Columbia, according to a Tuesday news release from Fluor. The Irving, Texas-based contractor will set aside $7.5 billion for its portion of the contract in the third quarter of fiscal 2026.

Partner JGC, a contractor based in Yokohama, Japan, said separately that its part of the contract is also 7.5 billion dollarsaccording to its own announcement on Tuesday. According to Fluor, Fluor and JGC have a 50% stake in the execution of the JV expansion. The Canadian government estimates that the second phase will require about $23 billionreports Breos Finances.

The expansion will add two liquefaction units, known as trains, and an additional LNG storage tank, according to Fluor. The work will double the facility’s production capacity to around 28 million tonnes per year.

“LNG Canada Phase 1 was a historic achievement for Fluor, and we are excited to carry this momentum into the next chapter,” Fluor CEO Jim Breuer said in the statement. “The decision to proceed with Phase 2 reflects confidence in Canada’s ability to responsibly develop its natural gas resources and connect them to global markets.”

Fluor and JGC delivered the first phase of the installationwhich included engineering, procurement, manufacturing and construction. LNG production began in June 2025 and contractors completed delivery of the facility in October 2025, according to Fluor.

During this first phase, contractors employed modular construction in the construction of the LNG export facility. The team manufactured 215 modules overseas before shipping them to Kitimat, with the final module arriving from China in July 2023, according to Fluor.

LNG Canada is a joint venture of Shell, Petronas, PetroChina, Mitsubishi Corp. and Korea Gas Corp. Shell waits start commercial operations in the early 2030s, according to a Tuesday press release.
