The transportation systems company is diversifying and expanding

Expected to exceed $200 million in revenue this year, a 75% increase in just two years, C3M Power Systems ranked 18th on the ENR East Top 2026 Specialty Contractors list. The Capitol Heights, Md.-based full-service transmission systems contractor posted regional revenue of $153.57 million in 2025, a 32% increase from 116.33 million dollars posted in the previous year, which placed the company at number 24 in the 2025 ranking.

This performance, along with its ability to deliver challenging projects and its business diversification strategy to add government, water, aviation and temporary power and enable work in its core transportation market, helped C3M earn its second ENR MidAtlantic Specialty Contractor of the Year citation, following recognition in 2019. The company has also expanded geographically and now works as far as Washington state and California as far south as western California.

C3M, as part of the Clark Construction Group, also supports growing businesses and workforce development through its parent’s Strategic Partnerships program, which helps build the capacity and capability of small businesses, and through Crafting Futures, an event that helps potential recruits explore high-demand construction careers and learn new skills. The A. James and Alice B. Clark Foundation also has a history of supporting community organizations, hospitals and educational institutions.

The contractor also gives back to the community through employee volunteer hours and community revitalization, including STEM education and mentoring and hunger relief at nonprofits such as Habitat for Humanity, Share Food Network and Bread for the City.

Kevin Beecher, vice president of C3M, spoke with ENR about the company’s success, overcoming challenges and how it diversified its line of business. This Q&A has been edited and condensed.

C3M’s main regional projects include:

Maryland Transit Administration Purple Line, Montgomery and Prince Counties, Maryland: The new 16.2-mile light rail transit system is a $9 billion project with 21 stations. It is planned to connect two suburban Washington, DC counties in one of the largest public-private transit partnerships in the United States.

Renovation of Amtrak’s Ivy City Yard, Washington, DC: Set to open in phases through 2030, the 860-foot-long maintenance facility includes more than 55,000 square feet for daily inspections, service and cleaning. Another 205,000 square feet of renovated space within the existing rail yard footprint will include five maintenance and inspection tracks with inspection wells, drop tables, polishing systems and fuel pads at each end, as well as four service and cleaning tracks.

Desert Shield and Desert Storm Memorial, Washington, DC: The memorial commemorates members of the military who served on active duty in support of Operation Desert Shield and Operation Desert Storm in Saudi Arabia from 1990 to 1991.

ENR: What was an unexpected challenge on a recent project and how did you overcome it?

The WMATA North Bus Garage reconstruction project in Washington, DC was originally intended for diesel-powered buses, but as the design neared completion and construction had begun, [the owner] decided to make it their first battery electric bus facility, which required a complete redesign on the fly. The magnitude of the facility’s charging infrastructure exceeded C3M’s original scope, which is a big change. The company immediately committed dedicated resources to focus solely on this added range and reconfigured electrical systems to accommodate the battery bus facility’s charging infrastructure. We also acquired additional switchgear and specialized charging equipment. After a lot of work, we are now installing the base contract scope and parallel loading infrastructure.

How did you diversify and grow the company?

As C3M grew, so did the need to diversify both market-wise and geographically. We focused on work similar to the company’s core transportation work, partnering with Clark or other companies in the industry, and in locations where C3M or its parent already operated. In the water market, Clark Water has a presence, and the work involves significant power distribution and controls similar to transportation projects. So far, our expansion options have allowed us to grow and create opportunities for our people.

How does being part of the Clark Construction Group help you win and get work done and take advantage of workforce development?

Clark and C3M focus on many of the same markets and geographies, so it’s a natural fit to work together. In addition, many of our clients select contractors based on best value, where the team’s qualifications and experience are an important factor in the decision. Our clients see significant value in combining Clark’s ability to manage the overall project with C3M’s ability to self-perform electrical work, often selecting us to deliver projects as a result. About 50% of C3M’s work involves Clark.

We source our professional hires through Clark’s campus and professional hire programs. Additionally, within Clark, employees can transition between business units (Clark to C3M, C3M to Clark) to gain new and different experiences, develop skills, and grow careers. For craftsmen, C3M hires electricians and linemen from several local IBEW unions in the US, a relationship that allows us to deliver projects anywhere.

What charities do you support?

We often partner with Clark to give back to the communities where we deliver projects. We especially like the Catholic Charities Food Sharing Network, which has a food distribution warehouse located just minutes from our office in Landover, Maryland.

Where do you see the firm in 10 years?

I anticipate that we will continue to be a leader in the transportation market nationally and in the Mid-Atlantic region. In addition, we expect to increase our presence in the government, water, aviation and temporary energy markets, enter other emerging markets such as advanced manufacturing and technology, and continue to expand outside the region, focusing on the West Coast.
