The site had been abandoned since the Los Angeles Civil Uprising of 1992. Located in a historically underserved and underserved neighborhood where 78% of residents earn low to moderate incomes, the site became home to a new mixed-use development that has built 180 affordable housing units in two podium-style buildings for seniors and families. Adjacent to this residential space are retail shops and a transit plaza, as well as several dining and shopping options to help enrich the neighborhood.
A 40,000 square meter retail store for groceries and essentials occupies the ground floor along with an innovation and training facility for the subway.
It also hosts SEED LA, which was not part of the scope of this project. SEED LA is a STEM-focused public boarding school with 170 dorms.
Sustainability was a core goal of the project, as the development is targeting LEED Gold for residential components and LEED certification for commercial components, while meeting CalGreen standards.
Although crews expected the site to be clear, excavation revealed a buried basement, requiring immediate repair and leading to major reworking of excavation plans, environmental soil testing, and debris removal. Asbestos pipes found at the site also required proper abatement and coordination with city agencies to maintain compliance and safety.
