
For the second time in seven years, ENR MidAtlantic is pleased to announce C3M Power Systems LLC as the Specialty Contractor of the Year. The Capitol Heights, Maryland-based full-service transportation systems specialty contractor won the award for the first time in 2019.
ENR’s Regional Specialty Contractors of the Year demonstrate growth and revenue in their respective region, as well as innovation, creativity and a commitment to giving back to their communities. C3M will be featured in the October issue of ENR East, which will also feature rankings of the region’s top specialty contractors.
The ENR East ranking of specialty contractors includes companies doing business in Connecticut, Delaware, Washington, DC, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia and West Virginia. The rankings are based on the total regional construction revenue of the participating companies, and also include a breakdown by state revenue and various specialties and disciplines, as appropriate.
C3M had strong revenue growth from 2024 to 2025 and is forecast to exceed $200 million this year, a 75% increase in just two years. The company attributes its success to its ability to deliver challenging projects. C3M also says it has diversified its business to add government, water, aviation and temporary power and enable work in its core transport market.
The company has also expanded geographically and currently operates in the US as far west as California and Washington State and as far south as Georgia and Texas.
C3M, as part of the Clark Construction Group, gives back to the communities in which it works through philanthropy, volunteer hours and community revitalization, including hunger relief, STEM education and mentoring. Employees participate in community projects such as construction cottages to give to deserving families Habitat for Humanity, helping to package dry food for distribution to community organizations with SHARE Food Network, and buying, packing and restocking groceries with Bread for the City.
The company also supports small business and workforce development through Clark’s Strategic Partnership Program, which helps build the capacity and capability of small businesses, and Crafting Futures, an event for people to eExplore in-demand careers in the construction industry and learn new skills. TThe A. James and Alice B. Clark Foundation also has a history of supporting community organizations, hospitals and educational institutions.

Maryland Transit Administration Purple Line, Montgomery and Prince Counties, Maryland: The The new 16.2-mile light rail transit system is a $9 billion project 21 stations The project is planned to connect two well-developed suburban counties in Washington, DC, in one of the largest public-private transit partnerships in the United States.
Renovation of Amtrak’s Ivy City Yard, Washington, DC: It will be opened in phases until 2030, the 860-foot-long maintenance facility includes more than 55,000 square feet. for daily inspections, service and cleaning and more. Another 205,000 square meters of renovated space within the existing rail yard footprint will include five maintenance and inspection tracks with inspection pits, discharge tables, polishing systems and fuel pads at each end, as well as four service and cleaning tracks.
Desert Storm and Desert Shield Memorial, Washington, DC: The memorial commemorates and honors those who, as members of the Armed Forces, served on active duty in support of Operation Dessert Shield.
