Avygail Sanchez

The WSP in the US has risen Avygail Sanchez to a leadership role in state and local government affairs for the West and appointed Donna Estacio as managing director of government affairs in Los Angeles. Sanchez brings more than 20 years of experience driving strategy and market expansion, while Estacio, who previously served as head of government affairs for WSP’s Western region, will oversee operational execution and alignment.

Suffolk has hired Amy Engel as director of education for the West Coast, strengthening its higher education strategy. Based in San Diego, Engel has more than 40 years of experience delivering large-scale university projects. Previously, he led major capital programs at UC San Diego and the University of Washington, overseeing housing, laboratory and medical facility projects.

STV has announced multiple leadership updates in its western operations. David Watson has been promoted to senior vice president. He will continue to lead PM/CM expansion and major infrastructure programs. Anna Harvey has been named Vice President and Northern California Area Manager for Transportation, overseeing project growth and delivery. Crystal Chan joins as Vice President and West Area Manager for the Buildings Group, leading operations, business development and client engagement in the US West

Eric Marsh

Skanska has promoted Eric Marsh to vice president-account manager, expanding his leadership to key clients in the Northwest. Based in Seattle, Marsh will oversee major accounts including Boeing, Sound Transit and the Port of Seattle, and will continue to work with higher education clients. With 12 years at Skanska, he brings extensive experience across multiple sectors and a strong track record in delivering complex projects and building high-performing teams.

Vancouver, British Columbia-based Kryton International has long promoted the executive John Anderson to the vice president of sales. With more than 35 years in the concrete industry and 18 years at Kryton, Anderson has driven the adoption of crystalline waterproofing technologies in Western Canada and North America, including at the US Navy’s Dry Dock 5 in Pearl Harbor, Hawaii. In his new role, he will expand market reach and support international growth, building on a track record of developing high-performing regions and strengthening industry relationships.

DPR Construction has appointed Kelly Pratt lead its Pacific Northwest business unit based in the company’s Seattle office. A veteran of the firm since 2006, Pratt brings extensive regional experience delivering complex life sciences, healthcare and commercial projects. In his new role, Pratt will guide the team’s strategy and performance, helping clients navigate market volatility through integrated delivery, innovation and transparent project execution.

Anne Timmermans

Parametrix has promoted Anne Timmermans to the division director who oversees the construction program and management in Washington State. A nine-year veteran of the company, she specializes in heavy civil infrastructure and alternative delivery methods. She previously served as president of the Pacific Northwest Chapter of CMAA. Jim Dugan has been promoted to division director, leading the firm’s Tacoma owner representation office. Dugan will focus on business development, staff mentoring and project delivery and will continue his leadership involvement with the Washington Project Review Committee and industry organizations.
