
Tutor Perini Corp. said June 11 that it had received a $651.8 million task order from Naval Facilities Engineering Systems Command Pacific to replace overhead electrical distribution feeders with underground systems at Naval Base Guam.
The project aims to improve the resilience and reliability of the base’s electrical infrastructure by replacing primary and secondary overhead electrical distribution feeders with underground circuit conductors installed in concrete-lined conduit banks. It also includes upgrades to substations, communications systems and grid control equipment that support electrical service at various Navy installations on Guam.
Construction is expected to begin in April 2027 following a design phase scheduled for August. Substantial completion is scheduled for June 2031. Tutor Perini will perform the work through a joint venture with its Guam subsidiary, Black Construction Corp., a longtime Guam contractor.
Federal procurement records indicate that planning and design work associated with the project has been underway since at least 2023. The construction award moves those efforts toward execution.
Federal procurement notices indicate the project extends beyond feeder replacement to include upgrades to four substations, communications infrastructure and electrical control systems.
The work includes integration with Guam Power Authority SCADA systems, installation of eight remote terminal units and new protective equipment designed to improve facility reliability.
Previous NAVFAC contract descriptions indicate that the project supports electrical service at Naval Base Guam, Polaris Point, and Naval Magazine Guam.

The award comes amid continued military construction activity in Guam, where the Department of Defense is investing in facilities, utilities and support infrastructure as force posture initiatives move additional military assets and personnel to the Indo-Pacific region.
