
Republicans in the House of Representatives advanced closely, in a vote of 214-213 on September 4, their bill of $ 57.3 million energy and water development, even with four Republicans who join the Democrats when voting. The package deals with another setback to renewable energy after several answers and endings by Trump Administration, but shows support for nuclear energy development.
The third appropriation package of 2026 advanced by the house so far includes funding for civil works of the United States Army Engineers Corps, as well as the United States Department of Energy and the North -American Department of the Interior Claim Office.
The bill shows partisan influences. The administration requested $ 54.4 billion in discretionary appropriations, 11% below $ 61.3 billion promoted for 2025 exercise and did not include appropriations for wind and solar energy or for hydrogen fuel research and development. At $ 57.3 billion, the house bill is approaching the enacted level this year, but it is still important in some areas.
“Energy strength is national force: jobs, innovation and resilience in all communities, and traditional energy sources will no longer be punished to be affordable and reliable,” said representative Tom Cole (R-Okla), chairman of the Chamber’s Appropriating Committee, in a statement.
The bill approaches $ 1.8 billion for the Office of Energy Efficiency and Renewables of the DOE Office, 47% reduced from the current level enacted. It also reduces the financing of vehicle technologies from 240 million to $ 215 million; for the construction of technologies of 148 million to $ 100 million; and for geothermal technologies of $ 488 million to $ 125 million.
“ When reducing the budget for energy efficiency and renewable energy almost half, the Chamber Republicans are attacking programs that help working families, create jobs of good payment in our communities and maintain competition in America, ” said Rosa Delauro representative (D-CONN.), Ranking appropriating member of the Committee, in a statement.
In addition, about $ 5.1 billion in funds previously rescued in the programs of the Investment and Infrastructure jobs Law, including the DOE renewable energy programs, the clean energy demonstration office and other programs, would be transferred by virtue of a project to a program that supports small modular reactor deployment projects. I would present the financing of the United States Nuclear Regulatory Commission by 3% up to $ 971 million and would increase funds for the DOE science office from 2% to $ 8.4 billion. But its Advanced Research Project Agency (Arpa-E) would have a financing fall of $ 110 million to $ 350 million.
A provision in the bill would prohibit its funding from supporting the DOE rule of May 2024 on clean energy in federal buildings, which requires that new and reformed federal buildings be designed so that the consumption of energy generated by fossil fuels is reduced.
Democrats, meanwhile, proposed to add a disposition that would have prevented the federal awards from terminating and reinstated funding in previous terms. But a motion was rejected to add the modification along the party lines 218-209.
Civil works of the army
The appropriation package includes $ 9.9 billion for the body, an increase of 14% compared to $ 8.7 billion promoted for this year and 48% above the Trump Administration application. Includes $ 2.6 billion for construction, up to $ 1.9 billion by 2025.
The bill includes funding for 15 projects included in the application of the administration, more new and several environmental infrastructure projects. It would fund two studies on potential projects.
Cole said that the bill “supports vital investments in water infrastructure, ports and flood control”. From the Harbor Maintenance Trust Fund, the bill approaches $ 3.5 billion for eligible projects. The package also provides that the costs of the interior waterways project come from Waterways trusted fund.
Cleaning programs
But the bill does not include any funding for the previously used position repair action program (fusrap), although a report from the Committee assures that the agency will carry “significant non -obligatory funds” that can continue progress in all active program sites.
Some Democrats criticized the move. “When turning their backs on the communities that suffer the lasting impact of our first atomic weapons programs, Republicans show the disregard they have for the forgotten communities of America,” said representative Marcy Kaptur (D-Ohio), in a statement.
Other cleaning programs of the Doe Environmental Management Office would still receive funding. The package includes $ 6.96 billion for the environmental cleaning account of the defense that funds the cleaning of the old nuclear weapons production sites and $ 332 million for the environmental cleaning account that has no defense that covers the federal nuclear energy sites.
The Senate has not yet advanced its own energy and water development package. The Fiscal Year of the Government ends on September 30.
